Duties

WHAT IS THE SMALL BUSINESS SELF EMPLOYEDDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SB/SE - Deputy Commissioner Exam, Headquarters Examination, Field and Campus Policy The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions. Plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams. Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: GS-12 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specified experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures and operations to evaluate program plans and determine impact of changes on program goals. Analyzing and evaluating methods in order to assess and measure effectiveness of program operations, identifying gaps or conflicts in program information, consolidating findings and recommending alternatives. Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations. Analyze and recognize significant tax issues and enforcement changes that impact assigned programs to revise procedures or recommend changes in basic implementing regulations. Experience in management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems including providing statistical data or other management information report, conducting briefings, preparing reports, documenting findings and disseminating procedural and regulatory information to improve assigned program areas. Analyzing tax returns and providing guidance/recommendations for procedural changes to ensure income is reported accurately and the proper amount of taxes paid. Determining underreported income and applicable taxes and penalties, imminent statutes identification; analyzing document-matching data manually using Integrated Data Retrieval System (IDRS), Integrated Automation Technologies (IAT) tools and/or Microsoft Access Database to identify discrepancies and anomalies using one or more document matching Underreporter software/applications such as: AUR (Automated Underreporter), CAWR/FUTA (Combined Annual Wage Reporting/Federal Unemployment Tax Act), BUR (Business Underreporter) to propose recommended solutions. SPECIALIZED EXPERIENCE: GS-13 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specified experience for this position includes: Experience in IRS functions, programs, policies, regulations, procedures and operations to evaluate program plans and determine impact of changes on program goals. Experience defining policies and procedures related to the underreporter program and applying them, developing and presenting underreporter program briefings to executives, providing guidance, and serving as a technical program and policy expert to prepare complete decision packages, studies and recommendations. This experience must include applying document matching underreporter processes such as: AUR (Automated Underreporter), CAWR/FUTA (Combined Annual Wage Reporting/Federal Unemployment Tax Act), or BUR (Business Underreporter) to conduct studies to analyze effects of legislative changes, Microsoft ACCESS database inconsistencies and/or resource monitoring. Recognize significant tax issues and enforcement changes to revise or recommend changes in basic implementing regulations, using various systems or programs i.e.; Microsoft products (EXCEL), Integrated Automation Technologies (IAT), Integrated Data Retrieval System (IDRS) to compare and analyze assessments. Experience using analytical and evaluative methods to develop new approaches to existing programs such as compliance functions; management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; prepare comprehensive written reports, disseminate policy information, document findings and conclusions. Present plans and proposals to individuals and groups, including executives and top-level managers. Prepares final reports on identified issues after they have been developed and the service's position has been formulated. Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on operations and resources. Applies and disseminates newly developed or revised policies and procedures. Analyzing and evaluating methods in order to assess and measure effectiveness of program operations, identifying gaps or conflicts in program information, consolidating findings and, recommending alternatives. Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations. Analyze and recognize significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
