The Facilities Operations Specialist performs administrative work that involves maintaining buildings, lawns, roads, and other areas within the Loma Linda Health Care facilities. The Facilities Operations Specialist is involved in directing work performed by a variety of trades and labor (Federal Wage System) and synchronizing work of the Maintenance and Operations employees within Facilities Management Service upgrading or replacing functional systems throughout the Loma Linda Medical Center
Duties
Duties include but are not limited to:
Performing tests on maintenance systems and interpreting and applying a broad range of practical data.
Evaluating characteristics of integrated systems.
Evaluating the characteristics of integrated systems by gathering, observing, or being given such data/information such as voltage/current/power indications, computerized maintenance management software, structural printouts, optical presentations, and/or instrument readings.
Planning and conducting maintenance and repair work for other trade and labor employees to perform, conduct cost studies for future Facilities Management projects.
Assisting in tracking integrated system such as closed-circuit security, HVAC, communications control equipment, water pumps and control units, utility system components, etc. that may fail or are in a non-operating status and need to be replaced.
Performing duties as the the point-of-contact for maintenance and repair work requests.
Collaborating with other Maintenance and Operations staff to ensure a timely response to emergency work orders and phone and effectively coordinate with the shop supervisors to make the appropriate response to the emergency.
Assuring compliance with all certifications, Joint Commission, safety, fire prevention, infectious disease, and security programs.
Inspecting and directing activities providing services such as plumbing, masonry, water and electrical among others.
Inspecting contractors' work for compliance with specifications or standards.
Determining and projecting funding requirements for maintenance and repair projects.
Compiling information and documents for justifying budget requests for projects or orders under consideration.
Establishing and maintaining corrective action plans.
Assisting in the timely processing of times cards, to include, being able to proxy time cards in the absence of employees.
Determining which maintenance work requests can be approved and processed based on experience and judgment.
Determining the resources and appropriate compliance with directives, assess the impact of the planned operation and maintenance, and any restrictions or barriers that will need to be overcome prior to work commencing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Drafting instructions and step-by-step procedures for repair and maintenances processes. Coordinating work orders and allocating the proper resources within a Healthcare setting. Negotiating with management or clients on program goals and problems concerning utilization of Facilities Management resources and Federal Wage System personnel. Coordinating and directing work performed by different trades and labor (Federal Wage System) positions.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work of the facility operations specialist is typically sedentary, but as part of inspecting and directing activities providing services to areas such as plumbing, utility, water, electrical, etc. may require some walking, bending, lifting, and crouching. The incumbent may carry light items such as briefcases, notebooks, work papers, and test equipment. The work does not require any special physical effort or ability.
