The primary purpose of this position is the purpose of this position is the formulation and execution of the Wing Budget for the 403D Wing. The organizational location of this position is Keesler AFB, MS, 403 AW, Financial Management, Financial Analysis Office.

Duties

Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years. Prepares clear, accurate guidance on budgetary procedures and/or interpretations of standard procedures and regulations on the various phases of budget administration. Performs budget execution incurred and resulting expenditures work of involving monitoring obligations funds and the administration and review of requests for allotments managers of funds for distribution to program. Prepares budgeting guidance. Analyzes budget and/or related information. Provides financial advice on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc.

  • This a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the position requires detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned; the sources, types, and methods of funding for organizations and programs; and budgetary and financial relationships between the assigned budget and budgets and programs of other agency components and organizations. The position requires knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.). OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of structure, programs and work methods of organization(s) for budgeting work. 2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides. 3. A detailed, intensive knowledge of the agency budget policies, precedents, regulations, and guidelines. 4. Ability to communicate clearly and effectively both orally and in writing. 5. Ability to select and apply a variety of analytical methods and techniques to budgetary processes. Knowledge of computerized budget system(s). 6. Ability to apply analytical methods and techniques to budgeting work. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration. Knowledge of budgeting administration requirements at various organizational levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
