This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the U.S. Army Corps Of Engineers, Galveston District, Engineering and Construction Division, A-E/VE Management Section, Galveston, TX, 77550. A recruitment/relocation incentive may be offered.

Duties

This position serves as the District Value Program Manager (VPgM) and District Value Officer (DVO), designated by the Commander as the senior advisor and local expert on all matters of the District's Value Program. Independently plans, directs, and coordinates the districts value engineering program and performs Architect-Engineering services assignments Enforces compliance with and advises leadership on statutory and regulatory requirements, policies, and procedures related to VE. Works directly with Project Managers (PMs) to plan and document value activities, monitor execution, and validate compliance with statutory and regulatory requirements (e.g., VE Certification, AIS/P2 milestones). Serves as a lead negotiator on the negotiating team for all Architect-Engineer and professional service contracts and contract modifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Complete the initial experience, training, and credential requirements to achieve Apprentice in Value Management (AVM) qualification by end of year 1.
  • Complete all apprenticeship requirements resulting in the Specialist of Value Management (SVM) qualification by end of year 4.
  • Must obtain and maintain a Contracting Officer Representative (COR) Certification.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Series 0801: General Engineer Series 0808: Architecture Series 0810: Civil Engineer Series 0819: Environmental Engineer Series 0830: Mechanical Engineer Series 0850: Electrical Engineer Series 1515: Operations Research In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1) Customizing and/or evaluating systems on civil or military projects pertaining to the performed work and the delivery of its design from beginning to end results; AND 2) Providing contract administration recommendations and using negotiation strategies/techniques for civil or military projects; AND 3) Preparing or directing preparation of cost estimates, contract documents and/or scopes of work for contracts.
