The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work within Water Plant Operations involving the operation and maintenance of a 3.0-million gallons-per-day water treatment facility according to established Federal, State, DoD, Air Force and local regulations.

Duties

- Performs work IAW applicable regulations. Supervise the day to day operation of the water treatment plant to ensure full compliance with applicable Federal, State, DoD, Air Force and local regulations. Maintain a high level of knowledge of the Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Perfluorinated Compound (PFC) removal, occupational safety and health, hazmat storage and hazwaste satellite area regulations. Obtain and maintain appropriate State of Alaska Department of Environmental Conservation (ADEC) water treatment operator certification. - Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a week to week or by project basis. - Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes; investigates work related problems such as excessive costs or low productivity and determines the cause - Performs administration responsibilities. Sets performance standards and participates with employees in the development of performance plans and recommends them to supervisors. - Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

  • The work requires the employee to drive a motor vehicle, prior to entry on duty the employee must have and then maintain an appropriate, valid driver's license.
  • The work requires the employee to report for scheduled or call back shifts regardless of time of day or weather conditions.
  • Work may require employee to work a non-standard schedule and may require employee to work overtime.
  • Work requires employee to either hold prior to employment, or obtain within two years, and maintain appropriate State of Alaska, Department of Environmental Conservation, Water Treatment Operator certification (currently Level 2).
  • Work may require occasional travel away from normal duty station via military or commercial aircraft.
  • Work requires employee to wear appropriate respiratory protection and personal protective equipment during activities requiring this protection.
  • Work requires employee to support and participate in established resource and force protection programs.
  • The work requires employee to enter and perform tasks in permit and non-permit confined spaces.
  • Work requires employee to use computer-based information management systems including personal computers, local and wide area networks, programmable process control hardware and software,
  • and office suite applications software (word processing, spreadsheets, database, e-mail, and presentation graphics).
  • THIS IS A KEY POSITION. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use IAW 90-508, Attachment 2, Category I, Type 2: Motor Vehicle Operations.
  • Must be able to obtain and maintain a secret security clearance.
  • This position requires Lead/Supervisory duties.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised including federal and state safe drinking water and clean water regulations, water treatment facility layout and construction, water treatment options and methods, water production, storage, and distribution, water disinfection, and process controls. To include treatment/removal of PFC compounds. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 3. Knowledge of and ability to implement safety regulations, practices, and procedures applicable to water treatment plants including confined spaces, water analysis, hazard communication standard, and electrical lockout. 4. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised including electrical multimeters, pressure gauges, backflow device testers, personal computers, and laboratory apparatus. 5. Ability to apply basic math, science, and engineering concepts including chemistry, biology, hydraulics, corrosion control, and hydrology. 6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 7. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 8. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
