This position is located in Carlsbad Caverns National Park, in the Division of Facility Management.

Duties

Provide support and guidance for all practical and technical aspects of facility management database software used to track facility management functions within a network of parks. Support management in complying with core responsibilities of Director's Order #80 Real Property Asset Management, departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset management. Operate/oversee the operation of the facility management software system including, but not limited to, asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life-cycle information. Prepare, analyze, and present reports to management from the facility management database for operational, fiscal, and planning purposes. Complete the annual review, close out, and setup of numerous complex maintenance work orders such as replacing aging infrastructure, preservation of a historic site, changes in facility usage and/or modernization for inclusion in the operational budget. AREA INFORMATION/HOUSING INFORMATION: Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive. Please note: A government van pool may be an available amenity to provide service, at a nominal cost, between Carlsbad, NM and Carlsbad Caverns National Park for staff on the core shift.

Qualifications

All qualifications must be met by the closing date of this announcement-03/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in determining the condition of facility assets, including annual/comprehensive/parametric assessments, lifecycle assessments, and daily work finding using established guidelines; preparing statements of work for projects; using database management programs in order maintain data and synthesize information into graphic and other report formats; and working with staff in developing park facility projects by providing technical support for asset management work related to Facility Management Software Systems (FMSS) and Cost Estimating Software System (CESS) or similar programs which includes: providing support for a maintenance program for a park, recreational area, or similar facility; asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation and life cycle information; preparing and presenting reports to management from facility maintenance databases for operational, fiscal and planning purposes; participating in the formulation and execution of long range strategies for facility management. You must include hours per week worked. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree in engineering, industrial arts, property management, information management, business administration or another field of study directly related to the duties of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example: 6 months of specialized experience equivalent to GS-7 and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
