Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Develops operating plans for assigned programs/areas and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Operating plans impact organizational design, program staffing, and work procedures.
Plans coordinates, and establishes operating methods and procedures for accomplishment of project/mission, and directs the development and accomplishment of employee training relating to the project.
Performs extensive operational reviews and prepares comprehensive program analyses to evaluate the effectiveness of program operations in meeting established goals and objectives. Conducts briefings to communicate findings, advice and courses of action, implementation plans, directives, and guidelines.
Recommend courses of action based on studies/reviews conducted which can include changes in work methods, procedures, and techniques to improve baseline measures. Such actions influence changes in policies within and between the centers that impact a wide range of employees in areas such as working conditions, job duties or management strategies.
Conducts in-depth analytical studies and/or projects and analyzes project data, requirements, and impact to identify problem areas and determine how to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience includes: Experience with oral communications; Experience with written communication techniques to prepare reports and emails; Experience with Microsoft PowerPoint and Excel; Experience researching IRS procedures, rules, policies, and regulations on an issue.
OR
EDUCATION: A Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to a Master's or equivalent graduate degree or LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: Experience with a wide range of evaluative and analytical methods and techniques to establish criteria for identifying and measuring accomplishments and progress; Experience working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management, techniques to plan, schedule, implement, and closeout. Experience with oral communication techniques sufficient to present findings, deliver briefings and recommend solutions; Experience with written communication techniques to prepare project papers and/or financial reports; Experience with SharePoint, Adobe, PowerPoint, Excel; Experience researching IRS procedures, rules, and policies.

EDUCATION: A Ph.D. or equivalent doctoral degree or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related filed of study or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience with a wide range of evaluative and analytical methods and techniques and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising financial methods and developing new approaches and analyzing detailed findings; Experience using knowledge of budgetary methods and techniques to prepare analyses and estimate resource needs; Experience working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex financial projects and studies; Experience with oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations; Experience with written communication techniques to prepare project papers, financial reports, manuals, and directives; Experience with SharePoint, Web Design, Photo Shop, PowerPoint, and publisher; Experience researching IRS procedures, rules, policies, and regulations to provide recommendations to complex issues.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
