About the Position: This position is with the National Guard Bureau, Education OS Branch. Based out of Arlington,VA.

Duties
Prepare and conduct state briefings to explain program, policies, changes, etc. and trains assigned state education Officers/Non-commissioned Officers (NCO), in ACES programs and enrollment procedures, etc.
Responsible to plan, direct, coordinate and report on the full scope of activities required to accomplish the Army Continuing Education System (ACES) program for the assigned state/region.
Explain benefit (Veteran’s Assistance, Tuition Assistance, etc.) and aids in securing proof of eligibility for benefits and assists students' application, degree programs, evaluation of HS and college transcripts, accreditation, etc.
Counsel military personnel providing guidance on the establishment and planning of realistic educational goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires access to classified information. Incumbent of the position will be required to complete a Form SF 312, Classified Information Nondisclosure Agreement (NDA).

In order to qualify, you must meet the education and/or experience requirements described below. IOR Basic Requirements for all grades: I have a bachelors degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2).
(1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. GS-09 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: assisting with education and training theory, principles, and techniques to evaluate education programs; executing education related programs and policies for the organization; assist in determining training needs to develop and present educational materials and programs to the organization and/or agency.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-07 or equivalent)
OR
I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Adult Education.

OR
I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).

Specialized experience is defined as: advising on education and training theory, principles, and techniques to evaluate Army educational programs; implementing Army education related programs and policies for the organization; determining training needs to develop and present educational materials and programs to the organization and/or agency.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-09 or equivalent)

I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Adult Education.

I have the specialized experience , but less than one year; and I have at least two years of graduate education, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
