Duties

You will provide a broad range of legal services to personnel on a regular basis. You will provide professional legal advice to NAWCAD in the fields of Federal acquisition law, civilian personnel law, ethics and standards of conduct, litigation, the Freedom of Information Act, and fiscal law. You will assist the Counsel, in rendering legal advice and assistance to the Commander and his/her staff on matters of civilian personnel law, ethics and fiscal policy.

Qualifications

.The successful candidate will be expected to provide legal support across the full range of OGC practice areas, including Federal acquisition law, civilian personnel law, ethics and standards of conduct, litigation, the Freedom of Information Act, fiscal law, and litigation related to these areas. However, the responsibilities of this position are anticipated to be focused on advising clients on a variety of Federal acquisition law-related matters, to include contractual interpretation; drafting and reviewing contractual modifications; contract disputes and claims; responding to bid protests; reviewing solicitations, acquisition strategy and planning documents, as well as other acquisition-related documents; competitive source selections; statutory interpretation; and preparing or reviewing responses to Congressional inquiries, and Government Accountability Office (GAO) as may be required. The position will be filled under the Science and Technology Reinvention Laboratory (STRL) personnel demonstration system, which is a pay-for-performance system using pay bands with salary ranges. The position will be filled in the Business and Program Management, Pay Band DA-05 (equivalent to GS-13). Due to workload requirements and experience of candidates, consideration may be made to fill the position at the STRL DA-06 Pay Band (GS-14/GS-15 equivalent). Pay will be set commensurate with the successful applicant's qualifications, funding availability, and STRL pay-setting guidelines. To be eligible as a GS-13 equivalent, the applicant must have in excess of two years of relevant legal experience in some combination of the OGC practice areas identified above. To be eligible for the GS-14 equivalent, the applicant must have three and a half years of relevant legal experience in some combination of the OGC practice areas identified above. To be eligible for the GS-15 equivalent, the applicant must have five and a half years of relevant legal experience in some combination of the OGC practice areas identified above. Experience in federal acquisition law is highly desired. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicant must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Applicants who have graduated from law school less than five years prior to the announcement closing date must provide a copy of their law school transcripts, including class rank.
