You will serve as a ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition Division of NAVFAC SOUTHWEST.

Duties

You will monitor construction to assure compliance with contracts provisions and standards. You will develop project planning timetables or schedules to ensure project stays within budget and meets project goals. You will present new instructional designs or methods to show adaptation of standard engineering practices and techniques. You will evaluate documented engineering procedures to assess the potential impact on other projects.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For Outside applicants claiming VEOA (i.e., those without current or prior Federal competitive or excepted service). Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing the full range of engineering disciplines (civil, mechanical, electrical and environmental) to solve problems encountered during construction operations; 2) Reviewing technical engineering specifications, drawings, and statements of work covering designs or changes for constructability and accuracy; 3) Advising others of safety and occupational health principles, practices, procedures and regulations as related to engineering performance requirements; and 4) Monitoring construction projects by performing worksite safety assessments to ensure a safe and timely completion. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, structural, architectural and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Interpreting construction guidance specifications for the purpose of monitoring contract compliance; and 5) Reviewing and enforcing the management of a contractor's safety program assuring adherence to contract requirements.
