Duties

WHAT IS THE NATIONAL HEADQUARTERS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: National HQ Office of the Commissioner The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Participates in development, coordination, and management of the IRS Emergency Management Programs (Continuity/COOP and Incident Management) and administrative support functions. Supports and maintains the diverse aspects of the Service's emergency management program, including assistance in development of policy, procedures, and guidance, plans and procedures, test and exercise, training, and corrective action programs related to mission essential functions and the coordination of mission critical information technology systems required to support them. Contributes to the design, development, support and maintenance of plans, continuity facilities, equipment, training programs and sessions, and staff necessary to ensure the Services' aggressive and full compliance with National Continuity Policy and Federal Continuity Directives, Presidential Decision Directives (PDDs) and Homeland Security Presidential Directives (HSPDs), as well as its Service specific needs. Supports and maintains appropriate equipment inventory; assists in coordination of all secure communication equipment updates, and maintenance in accordance with communication standards. Works with maintaining the Service's Continuity/Continuity of Operations Plans (COOP), and Incident Management Plan. Coordinates, tracks, and maintains emergency management training program. Assists the instructors, develops, and presents workshops, and designs and develops instructional materials. Supports and maintains Service's test and exercise schedule, designs, develops, conducts, monitors, tracks, and evaluates tests and exercises. Coordinates, tracks, supports, and maintains emergency management corrective actions identified during audits, program reviews, real world incidents and tests and exercises.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Accomplishments of assignments that require knowledge of Emergency Management Program concepts, practices, standards, policies, procedures, and the interrelationship of various emergency plans; Experience planning, developing, coordinating, and/or implementing projects; Experience interpreting and resolving conflicting, complex and/or controversial policy and program requirements; Experience with analytical and evaluative techniques, both qualitative and quantitative, to develop new or modified work methods and approaches: Experience researching, preparing material and conducting training and/or presentations on project or program objectives. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
