The primary purpose of this position is to: serve as a Senior Procurement Analyst
responsible for the review or acquisition requirements and contracting actions for a large variety of supply and
service contracts.

Duties
DUTY 1: Prepares briefs, provides advice, and makes recommendations to senior staff officials, senior technical management personnel and program/project managers concerning the acquisition process by means of the formal Acquisition Request (AR) and by providing updates on changes affecting procurement status, executive orders, policies, and regulations.
DUTY 2: Forms general guidance, develops organizational procurement policy as well as administrative procedures pertaining to the acquisition or complex research and development, operations and maintenance and mission equipment.
DUTY 3: In the absence of the Branch Chief, provides temporary supervision and administrative management for the office.
DUTY 4: Provides expert guidance in the formulation of the Performance Work Statement and associated data requirements.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
BASIC REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.
NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who:
1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000;
OR
2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty;
OR
3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102.
BASIC QUALIFICATION REQUIREMENTS FOR CONTRACTING POSITIONS: In addition to meeting, the basic educational requirement as well as the requirements in the table above, applicants must have:
Have at least two years of experience in contracting positions; and
Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Must be conversant with acquisition policies of other Air Force commands, military services, and other government Agencies, with knowledge of procurement statutes, executive orders, policies, and regulations to write operating procedures implementing policy, to interpret procurement regulations and policy for the Center and to identify and analyze procurement issues and assess the impact on the Center and servicing agencies procedures.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Conversant on a wide range of Federal contracting laws, procurement practices, contract types, policies, and acquisition business processes, regulations, and directives. Conversant on cost and price analysis techniques used to develop contractual pricing arrangements and incentives.
2. Skillful in oral communications sufficient to present sensitive recommendations to higher authorities; to obtain compliance with policies from subordinate activities; to represent the department or agency on task forces. Skillful in written communication sufficient to develop and publish departmental regulations. develop training curricula, and other pertinent organizational material.
4. Ability to evaluate audit reports, regulations, and other relevant material as a basis for developing organizational guides or procedures. Ability to apply the principles and practices of effective team building and to apply the methods and techniques of fact-finding and analysis in the resolution of complex acquisition issues. Ability to apply security procedures to maintain control of classified material.
5. Ability to develop and implement comprehensive action plans to solve problems; to apply regulatory and statutory precedents found in governmental contracting case law to specific contracting situations to ensure that legally binding contracting officer solutions are consistent, justifiable and will be upheld at appellate courts or boards: to properly apply funding rules associated with the obligation of multiple types of appropriations.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. This position is Acquisition Level 3, Contracting, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months of accepting this position. Incumbent must maintain currency IAW continuous learning guidelines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
