This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Africa at the U.S. Agency for International Development (USAID).

Duties

Serves as the Deputy Young African Leaders initiative (YALI) Coordinator providing key coordination, continuity, and advocacy for the new vision for YALI. Serves as a youth and/or tertiary education expert, technical lead, and Contracting/Agreement Officer's Representative (COR/AOR) for designated activities such as the YALI Legacy Localization award. Serves as an Agency expert and coordinator in providing intellectual leadership and focus to initiate dialogue; generate policy recommendations, interventions, and Agency mechanisms. Provides project development support on the design and implementation of YALI, including higher education, education policy, workforce development, youth development, and other related programming. Supports and/or leads USAID engagement in interagency processes, including relevant technical working groups, seeks and receives feedback from African Missions on the efficacy of YALI and current and future mechanisms. Initiate research or other activities to support youth leadership in sub-Saharan Africa.

Requirements

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) providing advice and guidance to organizational leadership on international education programs and policies with significant emphasis on the areas of basic education, higher education, and/or youth/workforce development in sub-Saharan Africa; (b) planning, designing, implementing and evaluating international education programs in developing countries; and (c) preparing, justifying and/or administering the budget for an education program or portfolio, including experience planning, administering and monitoring expenditures to ensure cost-effective support of programs and policies. Basic Requirement: Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. or Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
