This position is located in Northwest Oregon District, Yaquina Head Outstanding Natural Area (YHONA) Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary Ranges: GS-05: $39,576 to $51,446 GS-06: $44,117 to $57,354 GS-07: $49,025 to $63,733 This position is located in the Bureau of Land Management (BLM), Oregon-Washington State Office, Northwest Oregon District Office, Yaquina Head Outstanding Natural Area and reports directly to the Supervisory Park Ranger. The incumbent assists with the development of and presents educational and interpretive programs. The programs are multidisciplinary - facilitating understanding, appreciation, and stewardship of the cultural and natural heritage of the Pacific Northwest Coast. Brief Summary of Duties: Research, develop, and present "first person" and "third person" costumed tours of Yaquina Head Lighthouse for school groups and the general public. Assist senior staff in research, development, and presentation of environmental education (K-12 standards-based) and interpretive programs, focusing on intertidal ecology, marine mammals, and natural history of the Pacific Northwest Coast for student groups and the general public. Assist in the coordination and instruction of interpretive and educational skills and theories, intertidal ecology, and lighthouse history workshops for incoming staff and volunteers. Conduct foot patrols of the site including climbing a 114-step stairway within the lighthouse, a 135-step stairway to access the Marine Garden and walking on the uneven and slippery algae-covered rocks within the tidepools to provide education and interpretive services and facilitate visitor compliance with site regulations and policies through education. Collect fees and issues federal recreation passes as a designated collections officer, following departmental and agency guidelines.

Requirements

  • Ability to climb 130 stairs and walk on slippery rocks required.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-05: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing three or more of the following: (1) working in a gift shop, interpretive center, or other facility collecting fees; (2) operating audio/visual equipment and personal computers for preparing presentations; (3) taking part in living history performances or environmental education programs for school groups or the public; (4) performing data entry functions by manually inputting collected information into various administrative databases. OR Education: Successful completion of at least four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination of Education and Experience: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-06: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing three or more of the following: (1) working in a park or historical setting, meeting with the public or school groups to provide information; (2) operating a variety of equipment, including but not limited to, multi-media projectors, digital cameras, webcams, desk and laptop computers, tablets, video and DVD players, and distance learning equipment; (3) Assisting with the development of and presenting interpretive and educational programs to school groups, the public, or other organizations; (4) conducting tours to explain the importance of a site's historical and/or natural heritage. GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing three or more of the following: (1) delivering educational programming materials such as curriculum-based in-park programs; (2) serving as a primary instructor for school visits to the park and/or for classroom visits; (3) developing and presenting interpretive and educational programs to school groups, the public, or other organizations; (4) implementing technology and audiovisual equipment for education programs and administrative tasks. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-06 and GS-07 grade level(s).
