The VA Northeast Ohio Healthcare System is recruiting for a Management Analyst. This position will function within Community Outpatient Services at the Akron Ohio location.
Duties
Provides administrative assistance to the Facility Director and Office Manager
Provides oversight by monitoring administrative reports brining discrepancies, trends and outliers to the attention of the Facility Director and Office Manager
Provides administrative support to all areas within the Community Outpatient Services (COPS), including scheduling, RTCs, recall, travel, ICB, etc.
Coordinates, directs and assures inconsistencies on reports are corrected and deadlines for completion of reports are met.
Performs administrative work, which includes oversight and support as it relates to the daily operations in all COPS clinics.
Accounts for the running of the day-to-day reports of all outpatient care administrative programs.
Maintains the SharePoint site, keeping all information updated including posting reports to the site.
Independently analyzes and evaluates the efficiency of reports to ensure that the VHA goals and objectives are met if required inform the Office Manager that corrective action is needed.
Works independently to interpret any and all regulatory guidance establishing a strategy/action plan and prepare a status report for review by the Facility Director/Office Manager.
Maintains time card accuracy for all clinics and all clinic directors, and that time cards are submitted to certifying officials in a timely manner in order to meet payroll deadlines.
Works in collaboration with various other departments including, PCAS, Education, Human Resources, Medical Media, and Safety Services.
Work Schedule: Monday - Friday; 8am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements within 15 calendar days of the closing date of this announcement, 02/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitors, maintains, or updates data, records, or other information; Collects, compiles, and organizes information; Uses computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; Verifies accuracy of data or inconsistencies; Serves as a primary point of contact for a specific subject area; Analyzes or interprets data or other information; Processes or analyzes data using computer systems or applications; Creates tables, charts, graphs, or diagrams to organize or show information; Reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity; Reads charts, graphs, diagrams, or tables; Provides technical advice in subject matter area to others; and Explains technical or other complex information orally. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-07. Only graduate education in excess of the amount required for the next lower grade level, GS-07, may be used to qualify applicants for positions at grade GS-9. For example: The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary and is performed in an office setting. Other demands include reaching, bending, stretching, walking and carrying light loads of supplies up to 10 pounds.
