What will I do in this position if hired?
In this New Employee Outreach Specialist position, you will be the "first face of FEMA" as we participate in external recruitment events such as career fairs as well as execute the Region 8 onboarding program. The ideal candidate demonstrates soft skills associated with being the "first face" a person has contact with as an employee at FEMA. Exemplary customer service, positive attitude, and a proactive approach to work is of paramount importance.

To qualify for this New Employee Outreach Specialist position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Drafting and delivering written and oral communication to diverse audiences;
Working with internal and external customers to provide information and respond to inquiries in support of a variety of administrative functions;
Providing human resources, equipment, supply, or compliance assistance to employees.
OR
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
Combination of education and experience
To qualify for this New Employee Outreach Specialist position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Communicating technical and non-technical information with internal and external customers in support of a variety of administrative functions;
Providing advice to numerous stakeholders regarding human resources functions such as onboarding, payroll, timekeeping;
Applying knowledge of basic concepts, principles, regulations, and policies related to one or more mission support functions sufficient to contribute to planning, organizing, and evaluating mission support services.
OR
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
Combination of education and experience
To qualify for this New Employee Outreach Specialist position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Communicating orally and in-writing to establish and maintain effective and positive working relationships with internal and external stakeholders;
Independently executing a variety of administrative programs (e.g., budget, personnel, travel, space, vehicle management, security and logistics) to include employee onboarding;
Conducting reviews and analyzing/assessing effectiveness of the organizations approach to sourcing, screening and selecting diverse candidates identified through various sourcing/recruitment tools in a manner that is compliant, consistent and fully effective.
