Duties
GS-04 The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 6W9G082 (library Technician, GS-1411-05). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
GS-05 The primary purpose of this position is: To provide technical support to a librarian by performing a wide variety of public and technical services.
GS-04/05 Duties
Independently performs circulation and registration duties.
Provides reference services to library customers
Accesses, enters, retrieves, or corrects routine information in automated databases.
Performs routine clerical tasks
Assists librarian in planning and developing programs and publicity and marketing of events

Qualifications
Conditions of Employment Continued:
GS 04/ GS 05- Employee may be in charge of the flight in the absence of the librarian. Opens and secures the building at these times in accordance with the security checklist, reporting unusual problems or occurrences to the librarian. When working alone, opens and/or closes the library and starts up and/or shuts down computer systems and LANs. Trains and assists lower grade employees in library procedures.
In order to qualify, you must meet the general/specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support, Library Technician Series, GS-1411
GS-04 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of general experience for a GS-1411-04. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Examples of general experience includes knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with routine inquiries; knowledge of circulation procedures to perform all regular duties including issuance and cancellation of borrower cards and resolving recurring problems, such as lost or damaged books or magazines; and Knowledge of library operating policies and procedures and routine reference sources to answer recurring questions from users on such matters as borrowing and access privileges, interlibrary loan procedures and library programs, simple ready reference questions, and recurring questions from vendors on procedural matters.

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts.

Combination of Education and Experience: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of transcripts.
GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with routine inquiries; Knowledge of circulation procedures to perform all regular duties including issuance and cancellation of borrower cards and resolving recurring problems such as lost or damaged books or magazines; Knowledge of library operating policies and procedures and routine reference sources to answer recurring questions from users on such matters as borrowing and access privileges, interlibrary loan procedures and library programs, simple ready reference questions, and recurring questions from vendors on procedural matters; and knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations. This definition of specialized experience is typical of work performed at the GS-04 grade/level position or equivalent in the federal service.

GS-05 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-4 level is required to meet the time-in-grade requirements for the GS-5 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-04:
1. Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with routine inquiries.
2. Knowledge of circulation procedures to perform all regular duties including issuance and cancellation of borrower cards and resolving recurring problems, such as lost or damaged books or magazines.
3. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations.
4. Knowledge of programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters; and perform general clerical office procedures .
5. Knowledge of one or more automated databases associated with a specific library function to support office and library operations and produce a variety of documents and reports.
6. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy.
GS 05:
1. Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, assist clientele with routine inquiries, and perform circulation duties including resolving recurring problems.
2. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations.
3. Knowledge of general clerical office procedures and programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters.
4. Knowledge of one more automated databases associated with a specific library function to support office and library operations and produce a variety of documents and reports.
5. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
