The Telehealth Telecommunication Specialist supports the VISN 12 Clinical Resource Hubs (CRH) under the guidance of Veteran Health Administration (VHA) which provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional settings. The Telehealth Telecommunication Specialist also supports the location from which care is delivered, including but not limited to VA clinical locations and provider alternate worksites.

Duties

Duties include, but may not be limited to the following: Collaborates closely with Facility Telehealth Coordinators (FTCs) Collaborates with Telehealth Clinical Technicians (TCTs) to coordinate VISN CRH and CRH Spoke telehealth technologies Communicates effectively with VISN Leadership through verbal and written communication Manages and analyzes data Presents to the facility and VISN leadership for use in planning, development, and operations Utilizes Microsoft Excel, Access and PowerPoint Supports the delivery of health care through all Telehealth modalities: Manages critical operations of all telehealth technical programs Supports new telehealth equipment pilots for the CRH Acts as the Liaison for major deployments, upgrades, or refresh projects for CVT, and VVC technologies and applications within the CRH Hubs and Spokes Assists with projects that have multiple stakeholders, supporting project staff and insuring that assigned tasks are completed timely and correctly. Implements telehealth technical support and resolution of issues to the CRH and affiliated Spokes and, to that end, collaborates with VHA and OIT agency-wide stakeholders. Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing automated systems; using general administrative policies and precedents; consulting supervisor when attempting to determine how to proceed in the absence of guidelines; utilizing automated systems such as Microsoft Excel, Access, PowerPoint; applying knowledge of database principles; communicating with a broad range of individuals; resolving complex telehealth problems. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year or 18 semester hours) to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining recurring communications with telehealth personnel; collaborating with leadership in strategic planning processes; coordinating with logistics staff in the conducting of inventory management; communicating with technical staff in order to meet the needs of telehealth operations; utilizing automated systems such as Microsoft Excel, Access, PowerPoint; ensuring that assigned tasks are completed timely and correctly; providing technical expertise in the field of health care planning and systems redesign. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year or 18 semester hours) to meet total experience requirements. Preferred Experience: Ability to review, analyze and resolve difficult and complex telehealth problems. Ability to manage and analyze data for presentation to facility leadership for use in planning, development and operations. Skilled in utilization of Microsoft Excel, Access, PowerPoint and comparable software to download, format, export and import files and application of database principles. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. There will be some walking, standing, bending, carrying of items, driving of an automobile for up to six hours, managing luggage, etc. Fieldwork may involve travel for training activities, attendance at meetings and conferences, and equipment maintenance, installation, and solutions.
