Duties

You will review policy changes issued by higher authorities within the Federal Government and analyze the impact on current accounting and financial procedures, practices, and systems. You will coordinate with higher authorities for clarification and additional interpretation of fiscal policies. You will assist with providing policy interpretation and guidance for implementing fiscal policies for the organization(s) served. You will assist the Cost Accountant in conducting extensive cost and financial reviews, studies, and/or projects to recommend ways to improve the effectiveness and efficiency of work processes and operations. You will gather and research information in order to analyze the unit cost charged to customers to ensure the variability of unit cost remains constant. You will prepare position papers and fact sheets to interpret and explain reports and accounting data. You will prepare, examine, and analyze accounting records, cost transactions, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards. You will utilize key critical thinking skills including: brainstorming; data analysis using Microsoft Excel tools (pivot tables, formulas, formatting, etc.); verbal and written communication; and decision making.

  • This position requires a State Criminal History Repository (SCHR) check to be completed on any person selected for this position.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • The employee may be recalled to duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing accounting work, including the maintenance of accounting records, generates monthly financial reports; reviewing and reconciling accounting data for accuracy to ensure the integrity of the accounting system; monitoring financial logs to identify errors or trends; analyzing and interpreting accounting principles and fiscal laws and regulations to properly certify funding/purchase requests; AND conducting studies of financial management execution activities to identify risks and areas of concern. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

A. Applicants must possess a Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 Semester Hours (SH) in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. 24 SH in accounting or auditing courses of appropriate type and quality or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting/auditing, e.g., 15 SH, but that does not fully satisfy the 24 SH requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 SH in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the position based on education. Education obtained must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education, applicant must possess:

Ph.D. or equivalent doctoral degree.

OR

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
