This position is located in the Department of Homeland Security, U. S. Coast Guard, Aviation Logistics Center, Aviation Logistics Division (ALD), Elizabeth City, North Carolina.

This position will serve as the principle advisor in the planning and establishment of programs and policies for the overall administration of the transportation and traffic program.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:

Qualifications
GS-11: Candidates at the GS-11 level must have 52 weeks of specialized experience equivalent to the GS-9 level in the federal service. Examples of specialized experience include: analyzing freight transportation policies, regulations and procedures to improve the efficiency and effectiveness of a freight transportation program; counseling personnel relocating overseas on shipping entitlements and packing requirements; researching matters such as the impact of Comptroller General decisions, impact of new transportation techniques, new methods of packing, and storage issues; maintaining and reviewing marking and consignment instructions for shipments; participating as a member of a team planning and implementing new or revised freight transportation programs; drafting instructions and directives pertaining to transportation and shipment matters; and resolving problems with contractors, carriers, and customers occurring in the handling of shipments.
Candidates at the GS-11 level may also meet the basic qualification requirements through possession of a Ph.D. or equivalent doctoral degree or completion of 3 full years of progressively higher level graduate education leading to such a degree in a field related to this position.
