The primary purpose of this position is to serve as the principle advisor to the Chief, Contracting and Financial Management Branch, IT Enterprise Resources and Plans Division and, Director, C4 Systems Directorate (J6)/Chief Information Officer (CIO) for DOD accounting systems and procedures, with responsibility for analyzing and advising on a variety of financial policies and procedures and resolving customer service problems and executing a wide variety of actions.

Duties

Ensures single and multi-year appropriation budgets, cost estimates, and programming complies with legal and regulatory requirements. Design, establish, and maintain an integrated IT financial management system. Leads or conducts confidential independent complex studies and analyses of accounting operations and systems. Analyzes and monitors status of command financial resources during the fiscal year. Exercises supervisory personnel management responsibilities.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program. If requested, the incumbent must submit to urinalysis testing.
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, off duty hours on call, extended work hours (e.g., 12-hr shifts), varying duty hours, and/or holidays.
  • Overtime and/or emergency overtime may be required.
  • The employee may be required to travel on military and/or commercial aircraft to perform temporary duty.
  • This is the Financial Management Level 3 Certified posn IAW the National Defense Authorization Act (NDAA) 20 I 2, Public Law 112-81, Subtitle F-Financial Management, Section I 599d. Incumbent shall comply with the req. of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional technical knowledge of the concepts, principles, practices, laws, and regulations of budgeting and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the Command and DoD entities sufficient to direct the Directorate's budget development and execution of programs, effect the Command's IT spend, and assess the impacts of those programs on other mission areas of the Command and overall DoD objectives. Serves as a staff authority responsible for overseeing, validating, and performing fiscal/budget analyses, understanding automated accounting and budgeting systems to facilitate development or resolution of systems problems arising from factors such as continual changes in legislation, and directing the development of revised Command policies. Interprets and assess impacts of new and revised Congressional legislation, Executive Orders, DoD guidance and policy, and external influences on the people and missions of the Command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge and skills and a foundation in accounting, procurement, and business disciplines commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Expert knowledge and skills to direct the development and monitoring of accounting and financial management systems; budget development and execution processes to identify problem areas; determine the action required to improve program effectiveness; and maintain the integrity of financial information. 3. Knowledge of missions, functions, goals, objectives, work processes, and sources of accounting and funding pertinent to US Strategic Command programs/organizations. 4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBT, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in accounting systems, program plans and associated funding. 5. Ability to gather, assemble, and analyze data to evaluate accounting systems and prepare budget estimates, develop alternatives, and make recommendations to resolve accounting and budget/funding problems. Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies. 6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on accounting and financial management processes/actions. Additionally, negotiate complex and/or sensitive issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
