About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. Duties

Operate up to a 120 ton electric powered locomotive to pull or push a wide variety of railcars. Perform maintenance on locomotive to ensure locomotive is operational. Watch pressure gauges to control the releasing of air pressure for train cars. Control proper speed of locomotive to anticipate early braking or accelerating. Use safety measures involved in movement of rail cars including flagging, signaling, and brake setting to properly position train cars. Ensure that braker-switcher personnel are properly placed to perform locomotive duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
  • Must obtain and maintain a Personnel Background Investigation (NACI).
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locomotive Engineer (Direct Hiring Authority) ~ without more than normal supervision to include controlling the proper speed of locomotive to anticipate early braking or accelerating, maintaining watch over assigned area of equipment to check for malfunctioning equipment, and using special precautions while operating locomotive during bad weather to prevent emergency situations.- Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts-As Locomotive Engineer, work is performed from a sitting or standing position and requires continuous manipulation of hand-operated controls while stretching, turning and shifting positions for best visibility. Subject to physical strain from swaying motions and jarring movements, particularly when coupling and running on rough track. As Conductor and Braker-Switcher, uses considerable physical agility and effort in pushing, pulling, lifting, positioning and turning various braking, switching, and coupling devices; moving and lifting arms devices to give signals; walking over rails and ties and running to perform tasks; and climbing aboard locomotives and train cars, sometimes while they are moving, or have slippery steps, rungs, etc. Working Conditions-As Locomotive Engineer, work is performed in a cab which is often hot or cold and is exposed to bad weather, particularly when operating with an open cab window. Subject to unpleasant fuel exhaust fumes and to, jarring, jolting, and swaying movements. Subject is exposed continuously to loud noise from engine operations, train whistle and horn. In addition, a Conductor and Braker-Switcher, is frequently exposed to fumes and odors such as diesel exhaust and creosote. Subject to possible injury from accidental slipping and falling while walking aver ties, rails, boarding, getting off trains, etc. Subject to possible jury from coupling and uncoupling devices and air brake hoses, etc.
