The primary purpose of this position is to serve as the Senior Budget Analyst providing budget analysis management for the development of policies and procedures pertaining to all aspects of planning, programming, budgeting, analysis, formulation, presentation-enactment, and execution for the Air Force Office of Special Investigations Academy (AFOSI SIA) locations worldwide.
Duties
Performs AFOSI SIA budget formulation.
Provides independent senior level financial advice to director/personnel on complex multi-year budget related matters.
Prepares, presents, and applies authoritative concepts and methodologies.
Accomplishes budget analysis and execution.
Performs analytical analysis and provides advice and recommendations regarding substantive changes in cost factors, execution, and policy.

- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that the employee refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
- Travel by regularly scheduled commercial or military conveyance in accordance with JTR may be required in performance of TDY.
- Work may occasionally require travel away from the normal duty station.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.

- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. Skill in analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., from an accredited college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described in above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the commonly used OMB, Congressional, DoD, agency, financial management/budget, regulations, precedents, policies, guides, and processes to formulate, justify, and execute the budget for assigned budget accounts.
2. Comprehensive knowledge of Defense Enterprise Accounting Management System (DEAMS) and Microsoft SharePoint, Excel, PowerPoint, and Word software programs. Working knowledge of Investigative Information Management System (12MS), and other personnel systems.
3. Working knowledge of multiple disciplines including budgeting, accounting, auditing, cost analysis, finance, and management functions and techniques.
4. Skill in the application of analytical methods, techniques, and projections (e.g., regression analysis, cost-benefit analysis, pro-rating revenues/costs among customers) to analyze and evaluate the effects of changes in program plans; funding; and establish long range funding needs.
5. Ability to quickly gather, assemble and analyze data to prepare budget estimates, develop alternatives, and make recommendations to senior officials on how to resolve budget/funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, and advise management on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
