Duties

This position serves as an Administrative Support Assistant (OA) in the Administrative Division. The incumbent will carry out a broad range of responsibilities, starting with being the main point of contact for HR matters within the organization. This includes overseeing various HR functions like recruiting, bringing new employees onboard, advising on employee benefits, and tracking performance evaluations and award submissions. In addition, this position involves providing guidance and support to both employees and management by offering advice on personnel policies and professional development opportunities. As part of the office services, the Administrative Support Assistant is also in charge of handling administrative tasks such as managing office supplies, coordinating meetings, and ensuring effective communication throughout the organization. Overall, the Administrative Support Assistant plays a crucial role in providing HR and advisory services, requiring a versatile and highly organized individual who can multitask and enhance operational efficiency. The individual will also be responsible for submitting actions on behalf of the parkway, keeping track of employee attendance and leaves, assisting the Supervisor in developing policies and managing/posting job openings online, shortlisting candidates, and scheduling job interviews. Additionally, the incumbent will coordinate orientation and training sessions for new hires, ensuring clear communication with employees and prompt resolution of any inquiries they may have. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-03/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs, typing 40 WPM, and s required. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency (stated in your resume). Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. The duties of this position require the applicant to have the ability to type at least 40 words per minute. AT THE GS-05-EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-0303-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Specialized experience for this position is experience such as performing administrative functions such as payroll, personnel, travel, and/or correspondence, using office procedures and equipment, organizing and analyzing numerical information, and meeting and dealing effectively with others. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-04 level in the Federal Service. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least have the one year of experience as defined in 1A above; however, at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with courses related to the occupation, such as in business administration, recreation management, public relations, and/or communications, or that included or was supplemented by at least 24 semester hours in such subjects. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. For example, I have six months of the specialized experience described in 2A above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours of related coursework as specified in B above (50% of the related coursework required). The total must equal at least 100 percent to qualify. You must include transcripts. AT THE GS-06-EXPERIENCE: Possess at least one year of specialized experience equivalent to at least the GS-5 in the Federal service. Specialized experience is such as operation of computerized information systems, purchasing, property management, files maintenance, budget racking, and preparation of a variety of forms and reports. To be creditable, your experience must have involved the performance of various office duties, including typing correspondence, memos, reports, and forms from rough drafts, and notes. You must include hours per week worked. AT THE GS-07-EXPERIENCE: Possess one year of specialized experience equivalent to the GS-06 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience may include: performing administrative functions (e.g., payroll, personnel, travel, and/or correspondence), using office procedures and equipment, organizing and analyzing numerical information, maintained automated system of program-specific data; scheduled day-to-day office plans and staff schedules; gathered financial data for review and comparison; made travel arrangements and prepared travel authorizations and vouchers; and finalized documents using software applications as electronic mail, spreadsheet, database and graphics. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
