As an NBE/BE (Consumer Compliance Policy Specialist), you will plan and direct activities associated with identifying risks and developing/providing guidance on policy issues affecting the compliance process that relates to consumer protection programs and issues, except for those related to the Community Reinvestment Act (CRA), Fair Lending, and Fair Housing Act/Home Mortgage Disclosure Act.
Although Washington, DC is the preferred location, Alternate Location Arrangement will be considered.
Duties
As a National Bank Examiner/Bank Examiner (Consumer Compliance Policy Specialist), you will:
Act independently as technical expert and specialist on whom OCC field examiners, senior management, bankers, trade associations, external partners, and consumer and community groups rely for addressing complex consumer compliance issues.
Identify emerging risks and develop, revise, and supplement bank supervision policy in the areas of consumer compliance laws and regulations.
Represent OCC as a consumer compliance policy specialist at conferences and meetings with bankers, industry trade associations, and third-party consumer and community groups, as appropriate. Identify emerging issues and facilitate development of agency positions in order to effectively represent the agency on these occasions.
Provide comments on legislative proposals and proposed rulemakings, and prepare Congressional testimony, and participate in briefings for testifying officials at OCC as they relate to consumer protection and consumer compliance programs.
Initiate OCC issuances and advisories for consumer compliance issues. Develop and revise the consumer protection sections of the Comptroller's Handbook.
Support, advise, and assist in the development, implementation, and maintenance of compliance supervision tools and identification of supervisory training needs, including technology updates to supervisory systems and tools, and identifying and developing appropriate tools and resources to promote consumer compliance, and support consumer compliance examinations.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level. Examples of specialized experience for this position include:
Performing examinations, audits, risk assessments, or reviews of a financial institution's consumer compliance management system; AND
Identifying emerging compliance risk in the banking industry pertaining to new, modified, or expanded bank products and services; AND
Applying consumer compliance laws and regulations in drafting or maintaining consumer compliance processes from one of the following areas: regulatory agency, financial institution, financial industry trade association, consumer financial watchdog, or advocacy group related to lending, deposit-taking, or payments.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
