Duties
This position is located within the Department of the Interior, Bureaus of Safety and Environmental Enforcement, Human Resources Division, Strategic Human Capital Programs Branch. Workforce Planning and Analysis Section in Sterling, VA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Provides management support services in the areas of workforce development and talent management (employee engagement, career progression, succession planning, employee recognition, workforce culture, competency and skill assessments and alignments).
2. Conducts workforce studies and projects that address the ability of the Bureau and clients to recruit, develop, and retain an adequate supply of individuals with appropriate competencies to accomplish the required work today and in the future.
3. Works within the organization to deliver training and educational services as appropriate including employee engagement, team enhancement, performance improvement, effective communication, and stress management techniques.
4. Utilizes employee feedback tools such as the Federal Employee Viewpoint Survey (FEVS), Climate Surveys, focus groups, exit surveys.
5. Provides supervisor with briefings, data analyses and recommendations on a wide variety of action issues, problems and questions that affect the facilities organizational design.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-09: ($68,405 - $88,926) per annum.
GS-11: ($82,764 - $107,590) per annum.
GS-12: ($99,200 - $128,956) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BSEE-EECC-24-JB-131(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet either A, B or C for the series/grade to which you are applying.
GS-09
A. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Identifying complex data from multiple sources. 2) Participating in employee engagement and/or workforce planning focus groups; AND 3) Providing input into the creation of surveys (i.e. entry, exit, employee engagement). Must Meet All.
C. Combination of education and experience: A combination of specialized experience and education that equals 100% of the requirement for the GS-09 grade level.
GS-11
A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting Human Capital Data Analyst in analysis of data from multiple sources. 2) Assisting in facilitating employee engagement and/or workforce planning groups. 3) Assisting in the creation of surveys (i.e. entry, exit, employee engagement); AND 4) Identifying key stakeholders across an organization to further employee engagement work. Must Meet All.
OR
C. Combination of education and experience: A combination of specialized experience and education that equals 100% of the requirement for the GS-11 grade level.
GS-12
A. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Identifying trends through data analysis in order to evaluate and improve employee engagement. 2) Cofacilitate employee engagement and/or workforce planning groups. 3) Creating surveys (i.e. entry, exit, employee engagement). 4) Developing and fostering relationships with key stakeholders across an organization to further employee engagement work; AND 5) Participating in advisory services in support of employee engagement action planning. Must Meet All.
Note: There is no qualifying education at the GS-12 grade level. Applicants must meet the specialized experience defined.
