You will serve as a Public Utilities Specialist in the Public Works Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.
Duties
You will analyze utility operations based on cost of services or capital (e.g. structure, function, and classification) to manage allocation of costs with various customer classes.
You will formulate questions used in cases (e.g. cross-examination questions, expected answers, and follow-up questions) for counsel to create points and/or a successful examination.
You will determine the need for evidence or witnesses to plan an approach to obtain the needed information.
You will document offers submitted by prospective contractors for expert professional services in regulatory rate-making to support the organization's rate intervention efforts.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding and using all phases of business practices and operating characteristics of public utility systems; 2) Using utility data sources and applying the theories dealing with cost services, cost of capital, capital structure, functionalization, classification, and allocation of costs to various customer classes; 3) Applying knowledge of the regulatory process and common rules and practices followed by regulatory authorities in rate making; 4) Communicating on a professional level both orally and in writing.
