This position is located in the Natural Resources Conservation Service (NRCS), Deputy Chief for Management and Strategy (M&S), Policy and Programs Analysis Division (PPAD). The incumbent serves as the division Director of PPAD and is responsible for leadership, support, and oversight (i.e., providing direction, coordination) of workforce management policy analysis and developments key performance indicators Farm Bill policy and regulatory development.

Duties

Defines the direction of the agency’s future by providing highly complex analyses and reviews of natural resource conservation treatment needs and accomplishments that are critical for making policies and decisions. Advises and assists states in policy and program issues and personnel development programs. Coordinates policy-related activities with Tribal, Federal, State, and local agencies and nongovernmental entities and obtains appropriate interdisciplinary involvement, and review, from technical personnel of the various NRCS deputy areas. Works closely with and provides direct guidance and assistance to regional conservationists, state conservationists, and state program managers to assist with state and local issues and concerns.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience at the GS-15: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service that included: Providing recommendations to improve internal operations and meet program objectives; Developing program policies and procedures that assist in monitoring sustainable agriculture information and resource stewardship conservation history efforts; Interpreting natural resource conservation laws and legislation to develop program rules and regulations that are used to administer national level programs; and Providing guidance and assistance to regional conservationists, state conservationists, and state program managers to assist with state and local issues and concerns.
