As a Financial Technician at the National Veterinary Services Laboratories you will be responsible for formulating policies and procedures in developing and maintaining systems for financial document tracking and monitoring in support of User Fees, appropriated and emergency accounts, and related budgetary activities.
Duties
The duties may include, but are not limited to:
Participates in establishing accounts, allocating funds, and monitoring user fee, appropriated, and emergency accounts as they relate to the NVSL.
Maintains a log of customer complaints and provides statistical data for improved customer satisfaction.
Assists in facilitating interactions with customers by providing them with technical guidance, concise and accurate information on established financial management policies and procedures.
Establishes, monitors, tracks, and maintains accounts on prepayments and credit card transactions for user fees.
Downloads accounting reports from the National Finance Center (NFC) for financial transactions.
Conducts reconciliation and analysis of financial documents.
Maintains files of reconciled and non-reconciled financial documents and prepares reports of total outstanding commitments and transactions.
Requirements
- You must be a US Citizen or US National.
- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one-year probationary period, unless previously served.

- Work is performed in a normal office setting. There is some walking, standing, bending, and carrying of light items.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Communicating and conveying recommendations, advice, or guidance on financial or business processes to a diverse audience.
Researching or investigating problems or errors that require reconciling or reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
Entering data into and preparing correspondence, charts, forms, and reports from spreadsheets and accounting systems.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
