Duties
As a Senior Health Communication Specialist, you will develop, lead and coordinate communications, events and activities on HRSA program priority areas. You will develop high profile external engagements and amplification strategies related to HRSA programs and develop recommendations for leadership on issues related to public health care policy and communication strategies.
Your major duties include:
Providing advice on the development, direction, and coordination for external events, high profile engagements, and amplification strategies on HRSA programs and priorities.
Coordinating with the IEA Office of the Associate Administrator, Immediate Office of the HRSA Administrator (IOA), and bureau/office leadership on the development and execution of high-profile HRSA events, working closely with external partners and grantees on event details and deliverables.
Leading the development, implementation, and evaluation of amplification activities carried out through HRSA IEA regional offices.
Providing consultation, technical assistance and training on communications and external affairs strategies to internal and external groups (e.g., HRSA staff, local, and state partners).
Providing consultation, technical assistance and training on translation and dissemination to internal and external groups (e.g., HRSA staff and grantees, and local, state partners) to facilitate national efforts.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum specialized qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
1. Developing, coordinating, and implementing strategic health communication campaigns and internal/external events.
AND
2. Developing and evaluating strategic communication and marketing plans/projects for health-related organizations.
AND
3. Using electronic health communication and marketing channels to increase the impact of science-based health information and interventions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
HEALTH COMMUNICATIONS - Knowledge of the practice, methods and techniques of communicating and disseminating health information to influence personal health choices by improving health literacy via written, oral and visual media.
MESSAGE DEVELOPMENT AND DELIVERY - Uses writing skills and editorial judgment to strategically develop messages for various audiences; and delivers them by evaluating the most appropriate media channel(s) for the particular needs of the target audience.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
