Vacancies will be filled in the following specialty areas: SB/SE Operations Support
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Establishes a system to review, control, and report on project status.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
If selected for SB/SE, Operations Support, Technology Solutions, Capital Planning & Investment Control: Duties may include providing direction to address issues, risks and constraints that drive project priorities, Demonstrating and applying knowledge of Enterprise Lifecycle (ELC) process and development of associated ELC required project documentation. Evaluating and monitoring DME submissions to ensure compliance with IRS, IT and Treasury polices, and procedures as applicable. Evaluating and monitoring the submission of UWR's ensure compliance with IRS, IT and Treasury polices, and procedures as applicable. Creating, storing, and maintaining project documentation in designated project SharePoint repository. Developing, monitoring and tracking status and alignment of all related Security, Privacy, Section 508 and other compliance requirements, policies and IRMs with the project. Designing and conducting analytical studies and/or gap analysis of business or systemic issues that affect project requirements or impact the efficiency and/or effectiveness of the implementation. Preparing, reviewing, and approving project milestones and initiates quality checks and process management review of project deliverables. Informing, guiding, and communicating project directives, progress and challenges with key process owners and executive stakeholders. Preparing recommendations for resource requirements to accomplish the project; negotiating with managers of various components of the Service to obtain needed resources and support. Identifying, managing, and monitoring risks.
If selected for SB/SE, Operations Support, Technology Solutions, Specialty Project: Duties may include leading and managing complex compliance related IT projects, programs, and functions in a dynamic environment including but not limited to Enterprise Case Management, Taxpayer Experience Platform Online Account Products, Electronic Payments, and the Electronic Federal Tax Payment System capabilities and features. Designing work processes; providing expert technical guidance regarding strategy on regulatory and enforcement mechanisms; analyzing IRS enterprise data across systems and applications including from compliance data warehouse and integrated data retrieval system; organizing data and preparing high profile reports/communications and implementing customer relationship management across business/operating units.
If selected for SB/SE, Operations Support, Technology Solutions, Project Management Office: Duties may include project management support such as creating project dashboards, risk management, participation in governance boards, taking meeting minutes, executive level briefings on project management work, and proactively assessing needs of projects and working independently to ensure project success. Also may include identifying and establishing relationships with stakeholders and business POCs to further the advance of projects.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations. Experience using a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations and the ability to communicate effectively both orally and in writing.
SPECIALIZED EXPERIENCE GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with program assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish programs or studies concerning the efficiency and effectiveness of program operations. Experience using a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned program or study; Experience with management principles and processes to perform program management duties and to effectively coordinate and integrate program objectives and recommendations and the ability to communicate effectively both orally and in writing.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
