The position is located in the Department of Veterans Affairs (VA, Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center, Logistics Service Line, Salisbury, NC. The primary duties of the position include:

Duties
MAJOR DUTIES
Mail Intake and Distribution
Internal Distribution
Receives all facility mail from external sources; e.g., US Postal Service (USPS); United Parcel Service (UPS), Federal Express (FedEx), etc. Receives and handles hazardous and/or perishable materials, urgent, confidential and sensitive documents (Express Mail, Priority Mail) and provides signature acknowledging receipt when required. Sorts mail for internal mail distribution within the facility or to be delivered/shipped externally. Picks up and delivers mail to all mail delivery points (MDPs) of this facility using push carts or government vehicles, as appropriate
Mail Analysis
Mail not addressed to a specific office or MDP is opened and analyzed to determine the intended recipient. Mail pieces are assessed to determine the necessity for control and/or date stamping. Assesses all incoming mail for potentially harmful or dangerous situations (e.g., incendiary or explosive materials, damaged or leaking parcels).
Processing Outgoing Mail
Responsible for the daily independent operation and security of a variety of mail handling equipment, such as a mail meter, sorter, folder, scale, etc., which may consist of a personal computer system, software specifically designed for the purpose of mail accounting, differential scales, sealer, postage meter, and the proprietary mail scanning system, which is used for small parcel service. Assesses all outgoing mail for proper and complete addressing, proper labeling and packaging. Assesses all outgoing mail pieces to establish the proper class of mail (1st, 2nd, 3rd, or 4th class mail), determines application of special services or use of an alternate carrier (e.g., FedEx, UPS, etc.). Requests for expedited or special mail services (e.g., registered, return receipt, Express Mail, Priority Mail, etc.) shall be assessed, approved or denied by the incumbent based upon professional knowledge and experience, published guidelines, availability of funds and personal knowledge of the immediate situation.

Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
REQUIREMENTS: For GS-4, one (1) year of general experience is required. General experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Driver's License Requirement: Must possess a valid State Driver's License and maintain same in order to make deliveries to external MDPs. A copy MUST be submitted with application.
Basic Mathematical Requirement: Must be proficient in basic mathematical calculations.
Physical Requirements:
For the Mail duties, the position has several physical demands, for example:
Delivery routes require walking and pushing of wheeled carts and travel outside between buildings, regardless of weather; movement of wheeled postal hampers several times daily, individually lift and place parcels weighing up to 40 pounds and with assistance, parcels weighing up to 70 pounds; standing and walking for extended periods and may require using stairs; prolong exposure to noise and heat, due to the equipment located in the mail operations area.
The reproduction duties, requires long periods of standing, stooping and reaching during equipment operation and recurring lifting of moderately heavy items such as boxes of paper and other equipment supplies.
