The LRC position is defined in VHA Directive 1163 as a leadership position that is responsible for implementing and sustaining the integration of recovery principles and recovery-oriented services and policies into mental health and at all points of services throughout the health system.
Major Duties:
Provides training and consultation to leadership and mental health staff throughout Illiana VA
Assure staff under their supervision adhere to all current directives and policies and meet applicable Joint Commission, CARF, and state licensure standards and VA-OIG oversight requirements
Provides recovery training at New Employee Orientation
Interfaces between local initiatives and national planning
Serves as consultant to MH programs and recovering Veterans in development of peer support groups, consumer counseling and consumer- operated services, as per local needs and resources
Promotes utilization of available community resources
Collaborates with community providers in support of Veteran recovery, including, but not limited to NAMI
Serves as Coordinator of the annual Mental Health Community Summit.
Assists with VA regional or local recovery-oriented trainings, meetings, or conferences as needed.
Serves as MH liaison to the facility Veterans Mental Health Council.
Subject matter expert regarding Peer Support as a recovery oriented service with specific and clear requirements to ensure fidelity and supervisory oversight as required.
Work Schedule: Monday - Friday; 7:30am to 4:00pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
In addition to the basic requirements above the following is the experience required to qualify for this position at the GS-13 grade level.
Specialized Experience: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
In addition, you must demonstrate the following Knowledge, Skills, and Abilities;
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)

The full performance level of this vacancy is GS-13.
