Serves as a Health Benefits Program Manager and Health Administration Supervisor for the Greenville VA Health Care Center (HCC) and Morehead City Community Based Outpatient Clinic (CBOC), organizationally part of the Durham VA Medical Center. The Greenville HCC and Morehead City CBOC manage over 15,000 Veterans. This position is located at the Greenville VA Health Care Center (HCC).
A $5000 Recruitment/Relocation incentive with a 2 year signed service agreement ($2500 per year).
Duties
Major duties include but not limited to:
Has primary responsibility for implementation and management of key programs related to health benefits administration including: financial assessment and income verification; eligibility verification; benefits determination; enrollment and check-in processes; beneficiary travel benefits; medical records administration; workload capture; Special Environmental Health Registry processes; Veterans Identification Card program; Dental eligibility; insurance data capture and validation; and outreach and education to Veterans, families, and stakeholders.
Analyzes data about workload, timeliness, accuracy, cost, and performance outcomes to identify significant trends and issues with performance of each program area.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for presentations and briefings.
Analyzes and evaluates HAS programs and functions for the HCC to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
Conducts analyses to identify need to redistribute workloads, workforce skills mix and positions to meet changes impacting the organization and recommends changes to HCC leadership.
Recommends and implements changes to improve the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, management controls, and similar functions of management.
Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions for the staff supervised.
Assures that subordinates are trained and fully comply with the provisions of safety and information security requirements. - Assigns work based on priorities, levels of difficulty and capability of employees; - Evaluates work performance; - Gives advice, counsels, or provides instructions on both work and administrative matters;- Interviews candidates, recommends appointments, promotions, or reassignments; - Hears and resolves complaints, referring grievances and serious unresolved complaints to a higher level supervisor or manager; - Takes minor disciplinary actions, such as warnings, admonishments, and reprimands and recommends other actions in more serious cases; - Identifies developmental and training needs and provides or arranges for such needs; - Identifies ways to improve efficiency and accuracy of work processes; - Establishes and/or updates standard operating procedures; and - Develops and/or updates position descriptions, functional statements, performance standards and competencies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: strong working knowledge of a health care system's organizational structure, mission, functions and inter-relationship of all activities; general HAS experience such as enrollment/eligibility, CITC, HIMS, scheduling experience, etc.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond he first two graduate years or 36 semester credit hours. (Transcripts Required)

Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
