You will serve as a Clothing Designer with the Naval Supply Systems Service Command (NAVSUP), Naval Exchange Command (NEXCOM), Navy Clothing and Textile Research Facility (NCRF). The duty station is Natick, MA.
Duties
You will serve as a Senior level Clothing Designer as the Lead on the NCTRF Uniform and Certification Group
You will receive extraordinarily complex and highly visible assignments requiring expert level competence in planning, organizing, and guiding extensive development, design, and production programs.
You will write and evaluate proposals for new programs, keeps abreast of ongoing work, and establishes priorities to assure that research and development programs contribute effectively to NCTRF mission
You will plan and conduct or direct Navy uniform projects which are extraordinarily complex in nature and where precedents and guidelines are lacking and contain many problems and variables.
You will plan, direct, and develop experimental designs for clothing, hand wear, and accessories as needed for specific mission and reimbursable programs related to Navy uniforms
You will work closely with the program sponsor to develop, enhance, and clarify technical requirements taking into consideration potential fabrics and design enhancements and limitations
You will review and evaluate prototype samples from NCTRF Pattern Room and/or manufacturers to assure conformance to specified requirements.
You will oversee and/or conduct fit and wear tests to prove out patterns and designs, recommending and implementing changes as required
You will oversee and/or conduct surveys and focus groups to garner quantitative and qualitative data on new garment designs and construction.
You will prepare documentation (specifications, purchase documents, etc.) for procurement
You will furnish technical leadership to the clothing industry on the Navy’s requirements and needs.
You will act as technical advisor to Navy leadership on quality or functionality issues of uniforms

Qualifications

in addition to meeting the Basic Requirement your resume must demonstrate at least one full year of specialized experience at the or equivalent to the next lowest grade (GS-12) or pay band in the Federal Service or equivalent experience in the private or public sector, using a high degree originality, judgment, and initiative involved while the planning, conducting, or directing Military or Civilian uniform and general purpose organizational clothing projects and performing the following:
1) Planning, developing, and directing preparation of original and/or revised designs and specifications,
2) Planning, organizing, and/or guiding development, design, and production programs.
3) Assisting in writing and evaluating proposals for new programs related to the design and testing of clothing
4) Assisting with projects that are complex in nature and where precedents and guidelines are lacking and contain many problems and variables.
5) Planning, directing, and/or developing experimental or novel designs for clothing, hand wear, and accessories
6) Developing, enhancing, and clarifying technical requirements taking into consideration potential fabrics and design enhancements and limitations
7) Reviewing and evaluating prototype samples to assure conformance to specified requirements.
8) Overseeing and/or conducting fit and wear tests to prove out patterns and designs, recommending and implementing changes as required

Education
In order to meet the Basic Requirement for the GS-0062 series you must have the following education and/or experience:
Possess an Undergraduate or Graduate Education with a Major study in textile technology, tailoring, clothing design, clothing production, anthropometry, anatomy, or physiology?
OR
Possess experience in the design and development of highly tailored outer garments or specialized occupational clothing such as aviators' and paratroopers' clothing, submarine escape suits, coveralls, field jackets, helmets, footgear, or other clothing for a particular functional or occupational purpose. Experience must have demonstrated knowledge of layout and fabrication methods. Experience must have involved primarily pattern making or grading.
