Salary: $115 793 - 167 336 per year

This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Space and Facilities. As the Section Chief, this position provides leadership and support for the space management and administrative services product lines provided to DOL customers Agencies and employees outside the National Capital Region. This position is outside the bargaining unit.

Duties

Note: This position is restricted to the local commuting area of Seattle, WA and San Francisco, CA. Applicants are expected to report a DOL location in Seattle, WA or San Francisco, CA. Duties include but are not limited to the following: Supervise, lead, manage, and plan and assign work to group of professional, technical and clerical employees. Set performance standards and evaluate performance. Plan, organize and administer a comprehensive regional space plan and oversee agency space acquisitions, renovations and alterations, furniture and office redesigns, minor alterations, repairs and renovations, furniture reconfigurations, space reductions and release of space. Develop comprehensive statements of work. Critically review design intent drawings, as-built plans, service cost estimates for space projects, occupancy agreements and associated financial summaries, and solicitations for offers related to commercially leased spaces. Provide oversight of rent, security, overtime utilities, service cost estimates and reimbursable work authorizations. Plan, organize and administer regional telecommunications services. Ensure appropriate guidance and coordination with GSA on space and real property issues. Administer, maintain, and monitor the regional property management program. Serve as DOL Regional Property Management Officer, overseeing regional property management and accountability programs. Oversee regional mailroom operations in Boston and New York. Ensure timely and efficient delivery of incoming mail and appropriate metering and reporting of outgoing mail and associated costs. Communicate strategic and management plans, mission, vision, and values to team members and integrate them into the team's work. Establish and communicate organizational milestones and deadlines to ensure subordinates are aware of and participate in planning for the achievement of organizational goals and objectives. Other duties as assigned.

Requirements

Qualifications

You must meet the Specialized Experience to qualify for Support Services Supervisor, as described below. Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. In addition to the specialized experience described above, applicants must also demonstrate 52 weeks of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience includes:Demonstrated leadership experience influencing, motivating, and challenging others; experience planning, distributing, coordinating and monitoring work assignments; Project and Space Management experience with the principles, methods and tools for developing, scheduling, coordinating and managing space and renovation projects and resources; Office management experience that includes directing a variety of support services such as telecommunications, facilities management, mail services and property/inventory management; Experience providing customer service to a variety of customers.
