Duties

WHAT IS THE CFO-Chief Financial OfficerDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Corporate Accounting, Credit Card Services, Credit Card Admin & Assistance. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. -Responds to telephone and written inquiries from managers and employees in all Business Units concerning employee eligibility and entitlement with respect to Government-wide relocation, travel, and/or credit card regulations and procedures. -Researches complex travel and relocation issues in applicable laws and regulations, IRS policies and guidelines, Comptroller General decisions, etc. -Develops communiqués on travel and relocation, including purchase card and travel card issues to explain procedures, highlight common problems, etc. -Responds to inquiries from employees and managers throughout the Service on the proper use of Electronic Travel System (ETS); proper procedures for entering travel vouchers; and how to deal with various complex travel situations on Electronic Travel System (ETS); purchase card and travel card, including the centrally billed account and the Public Transportation Subsidy Program. Based on these inquiries, initiates and identifies changes to improve the system and works with the programmers to effect these changes. -Trains employees throughout the Service on various issues ranging from procedures for using Electronic Travel System (ETS), and/or purchase card, travel card, Electronic Purchase Card Module and/or Public Transportation Subsidy Program to technical requirements for issuing and controlling credit cards to substantive eligibility for travel and relocation reimbursements. Training is usually on an individual basis, but it may also be in a classroom setting.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Assisting with budgetary programs such as travel, travel card, procurement, and/or purchase card. Experience resolving, assisting, or advising others regarding budgetary issues (e.g., tracking expenses, purchase card experience). In addition, applicants must demonstrate knowledge of procedures, policies, and regulations associated with a workplace travel card or purchase/credit card program. OR EDUCATION: you may qualify based on education as follows: One (1) year of graduate level education in a related field of study. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR you may qualify with an equivalent combination of qualifying graduate education and experience. SPECIALIZED EXPERIENCE: GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience with budgetary programs such as travel, travel card, procurement, or purchase card. Experience assisting with researching policy and procedures, responding to verbal and written inquiries regarding budgetary issues, and resolving, assisting, or advising others on budgetary issues. In addition, applicants must demonstrate experience with a workplace travel card or purchase/credit card program to include either a working knowledge of travel procedures as it relates to the travel card program or a working knowledge of purchase card policies and procurement regulations as it relates to the purchase card program. OR EDUCATION: you may qualify based on education as follows: A master's or equivalent graduate degree in a related field. OR two (2) years of progressively higher level graduate education leading to such a degree in a related field OR an LLB or JD, if related. OR an equivalent amount of combined education and experience as described above. SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Experience with budgetary programs such as travel, travel card, procurement, or purchase card. Experience researching policy and procedures and responding to verbal and written inquiries regarding budgetary issues, and resolving, assisting, or advising others on budgetary issues. Experience assisting with writing guidelines or procedural instructions for the assigned program area. In addition, applicants must demonstrate experience with a workplace travel card or purchase card program to include either a working knowledge of travel procedures as it relates to the travel card program or a working knowledge of purchase card policies and procurement regulations as it relates to the purchase card program. OR EDUCATION: you may qualify based on education as follows: PH.D or equivalent doctoral degree. OR three (3) full academic years of progressively higher level graduate education leading to a degree in a related field of study from an accredited college or university OR LLM, if related. OR an equivalent amount of combined education and experience as described above. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
