THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a WG-5801-08 SURFACE MAINTENANCE REPAIRER (TITLE 32), Position Description Number D1193000 in SPMD 5121 and is part of the MO Field Maintenance Shop 1. APPOINTMENT FACTORS: This position is a Temporary vacancy NTE one year in the Excepted Service. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems such as internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders. Removes, replaces, adjusts, cleans and installs parts and components. Performs minor body and fender, or other metal repairs. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc. Performs other duties as assigned.

Requirements

• Under a temporary appointment, employment is subject to termination at any time.
• In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
• This position can be filled up to four years as long as funds are available to support it.

• This is an Excepted Service positions that requires membership in a compatible military assignment in the Missouri Army National Guard prior to the effective date of placement.

• Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
• The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
• Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion. Maximum Military Grade - CW2 (W-2) with date of rank after June 2022 Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and able to use common tools and equipment in the line of work. WG-08 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience in removing, adjusting, replacing, cleaning, and installing parts and components of combat, tactical, commercial, automotive, and special purpose vehicles and equipment. Experience must also demonstrate basic understanding of electrical, electronic, hydraulic, pneumatic, and other non-mechanical systems theories, and skill to replace, fit, install and adjust systems. Experience in reading and interpreting parts list, manufacturer's repair manuals, technical manuals, diagrams, engineering drawings, and schematics. This is an open continuous announcement.
