About the Position: Serves as a Land Surveyor Subject Matter Expert (SME) with wide latitude of independent action and decision to accomplish the mission of the Geodesy and Photogrammetry Section, Geospatial Engineering Branch, Engineering and Construction Division. This position will be located in St. Louis, Missouri and will allow for situational telework only. This position is NOT eligible for full time telework.

Duties

Utilizes knowledge of physical science, boundary, hydrographic, and geospatial theories and application; incumbent addresses complex assignments related to geomatics and/or engineering investigations. Applies physics and other scientific principles and concepts in formulating requirements to integrate new technology into advanced concepts. Establishes and adjusts work priorities to conform to availability of funds and resources as well as manpower capabilities while ensuring that the organization’s mission is communicated to and integrated into the team’s work products and services. Participates in the pre-selection and/or selection committee to award A-E Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. Leads the negotiation team for base IDIQ contracts with duties to include research of specialized equipment and procedures for the acquisition of geospatial data. Serves as a technical expert on engineering matters pertaining to the development of Geomatics requirements for the planning, engineering design, construction, inspection, and operation and maintenance of civil works programs. Estimates effort and monetary budgets and provides Independent Government Estimates (IGE). Performs major complex survey computations, adjustments, and analysis. Guides complex projects and studies that are highly visible and of extreme importance to special interest groups, individuals, farmers, businesses, local, state and federal elected officials and receives heavy news media publicity. Makes site visits for purposes of developing independent government estimates, quality assurance of AE methodology and products, meetings with stakeholders, and to perform critical field work with in-house surveying equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure (OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Candidates must have in their possession a current registration/licensure as a Professional Land Surveyor by any State, the District of Columbia, Guam, or Puerto Rico. (Please upload a copy of your license with your application.)

Additional information about transcripts is in this document. Basic Requirement for Land Surveyor: A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. OR C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes developing scopes of work, cost estimates, recommendations for equipment or software, survey methods, and/or plans and specifications for land and/or hydrographic survey work; inspecting, administering, and/or approving contract surveys; and working in a leadership capacity, such as field management, technical leadership, or crew chief. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
