This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position description. Management may select at any of the grade level announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Duties

Uses the Corps Water Management System (CWMS) software suite for the preparation and maintenance of necessary real-time meteorological, hydrologic, hydraulic, and limnologic data. Prepares reports and requests to analyze field data. Maintains recorders and gages of varying types with varied power sources. Assists in arranging for major repair of equipment through approved vendors. Enters field data into an electronic relational database for subsequent review, analysis, and interpretation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a valid state driver’s license.
  • Incumbent must be able to obtain a valid Corps of Engineers boat operator’s license for boats up to and including 26 feet.
  • Perform overnight travel up to 40% of the time.
  • Travel as a driver or passenger in a vehicle (e.g., van, 1 ton specially equipped truck, etc.), or motorized vessel or skiff and work near water.
  • Security Clearance Required: NON-SENSITIVE (NS)/LOW RISK, No Access Required

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Checking data daily for bad or missing data. AND 2) Gage installation with assistance for other technicians. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree with (a) major study in an appropriate field of science, engineering,construction, or industrial technology, or (b) that included at least 24 semester hours in any combination of courses such as engineering, industrial technology,construction drafting, surveying, physical science, biology, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Ability to assist the discharge team while taking measurements; AND 2) Gage installation with assistance for other technicians. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). GS-07 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Assist with end of year inventory assessment; 2) Ability to assist the discharge team while taking measurements; AND 3) Diagnose issues and repair gages with assistance from other technicians. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). GS:08 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Ability to take discharge measurements with little assistance from the team; 2) Checking data daily for bad or missing data; AND 3) Assist in performing multi-beam survey operation (vessel operation or running HyPack system). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). GS:09 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Installation of gages resulting in accurate, reliable data, and an appealing appearance; 2) Assess rating curves to determine when discharge measurements should be taken; 3) Assist with end of year inventory assessment; AND 4) Proficient gage examinations resulting in preventative maintenance and operating decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). GS:10 Requirement for Hydrologic Technician: Specialized Experience: One year of specialized experience which includes: 1) Collaborating with other agencies to obtain permits, permission, information etc; 2) Perform multi-beam survey operation; 3) Assess rating curves to determine when discharge measurements should be taken; AND 4) Diagnose issues and repair gages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position at the GS-06-09 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
