This position performs a variety of administrative and support functions for Health Services Research and Development (HSR&D) at VA Ann Arbor Healthcare System (VAAAHS). HSR&D is a Center of Innovation (COIN), which is one of nineteen COINs supported by the Department of Veterans Affairs. Each Center serves as a VA-wide resource on research issues in particular focus areas.
Duties
This is a bargaining unit position.

Physical Demands: The work is essentially sedentary and typical of that performed in a general office setting, although it may involve some local travel and some lifting, such as reams of paper and other office supplies for purposes of restocking.
Prepares reports, technical papers, statistical summaries, memos, and letters involving specialized terminology. Responsible for proper spelling, grammar, format, and arrangement of material. Regularly uses advanced features of word processing and graphics software, combining files created with different types of software and converting files from one type of software to another for ease of use within the office, modifying layouts and fonts as necessary to ensure usable documents.
Schedules large meetings involving out-of-town colleagues from VA Central Office (such as Annual Steering Committee), visiting professors from other Universities, and researchers from other VA COINs. Works with investigators and travel clerks to set agendas, coordinate travel arrangements, and serve as point-of-contact with visitors when questions or problems arise.
Assists HSR&D Leadership with VACO Annual Report document preparations and data collections.
Serves as additional resource to the office in preparation of scientific conference posters and PowerPoint shows for presentation at professional conferences, including presentation of complicated tables and graphs, presenting statistical results and flowcharts.
Serves as Travel Clerk assuring correct fund control points used for traveler and corresponding research project.
Serves as one of two primary timekeepers responsible for time and attendance for approximately 165 timecards. Responsible for communicating VATAS deadlines to staff and responding to staff inquiries and leave requests.
Submits work orders (furniture moves, housekeeping issues, maintenance issues, general office building issues). Works with UM Facility and VA Facilities to determine responsible entity. Responsible for submitting 2237s for furniture disposition and making arrangements for VA Logistics to pick up of same.
Serves as Purchasing Agent/Purchase Cardholder for HSR&D.
Assists Contracting Officer Representative (COR) Team Lead and COR Team members as needed in preparation of documents. Should obtain Level I COR certification and assist with submissions of 2237s and 1358s.
Provides overall administrative support including but not limited to: receiving visiting faculty, researchers, VACO leadership and staff; assists staff and new hires with various needs (i.e., onsite parking permits, keys, TMS, work orders); responsible for oversight of the supply and copy rooms (inventory, orders), responsible for oversight of USPS mail and UPS which includes distribution, maintenance, and tracking of costs to charge in order to accurately charge back to research projects. And serves as one of two Records Liaisons for HSR&D.
Incumbent will serve as PIV sponsor for HSR&D. Incumbent will also assist staff with obtaining MCards for access to University of Michigan, North Campus Research Complex where HSR&D is located.
In performance of these duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policies. The employee is responsible for 1) protecting data from unauthorized release or from loss, alteration, or unauthorized deletion and 2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc. as set out in a computer access agreement which the employee signs.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience performing timekeeping, making travel arrangements for leadership, submitting work orders, ordering/purchasing organization supplies, completing scheduling and calendar updates for leadership, and utilizing a variety of Microsoft Office products such as Word, Excel, PowerPoint, and Outlook as well as Adobe to compile and create reports and create brochures, and other promotional materials as required.
