The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource functions and services to the Veterans Integrated Services Network level. This improvement to HR will support the needs of the workforce and the expectations of management related to the acquisition, compensation retention, and performance of staff and Veterans.

Duties

Duties to include but not limited to: Is the delegated authority and senior technical advisor on all matters relating to federal records management and information governance regardless of media. Formulating and implementing policy, performing strategic analysis, planning, leading, organizing, and directing program outreach and training, developing metrics, and ensuring federally mandated information governance and accountability measures are effectively in place. Implements, overseas, and directs the broad Health Care System's records management program functions through expert technical and procedural implementation based on federal requirements of VHA Records Control Schedule (RCS) 10-1, General Records Schedule (GRS), 36 Code of Federal Regulations(CFR), Title 18, 31, 38, 40, 44 United States Codes (U.S.C), 41 CFR, the Privacy Act (PA) as amended, the Freedom of Information Act (FOIA) and implementing regulations, Executive Orders, 0MB Memorandums, Health Insurance Portability and Accountability Act (HIPAA) and other National Archives and Records Administration (NARA) policies and requirements. Independently develop and utilize records management metrics, dashboards, audits, surveys, and other reports to identify potential issues related to the Health Care System records management program. Conducts site visits to include all health care system campuses, outpatient clinics and contracted CBOCs. Center records management and information governance initiatives and policies. Evaluates the disposition of records within their life span. Ensure Health Care System records are properly managed. Identifies and reports problems and deficiencies in individual services along with required corrective actions. Provides management briefs, feedback, and resource recommendations to executive leadership. Completes quarterly Privacy Compliance Assessments (PCA) Facility Self Assessments (FSA). Collaborates with IT to implement a program for managing electronic and coordinates records management functions with service line records liaisons and leadership. Tracks the Record LifeCycle of all records within the Health Care System as well as off-site storage locations. Ensures compliance with recordkeeping requirements for records. Health Care System coordinating closely with Service Chiefs, VISN, and Program Office records liaisons including telework and virtual employee records maintenance, storage, and disposition. Plans, leads, organizes, and directs all records management functions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Specialized Experience: Applicant must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience: All applicants must meet have one year of specialized experience equivalent to the GS-07 grade level. Examples of specialized experience are: Coordinates records management functions with service line records liaisons and leadership. Evaluates the disposition of records within their life span. Collaborates with Office of Information & Technology to establish, coordinate, and maintain automated information systems, Shared Drives and SharePoint sites. Conducts reviews of Performance Work Statements (PWS) proposed by the health care system contracting officer representatives (CORs) to ensure the safeguarding of agency records. Serves as the technical advisor and subject matter expert for the maintenance and/or disposition of all recognized Systems of Records (SOR). Or, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Combination: Applicants may also combine education and experience to qualify at this level. GS-11 Level: Applicants must haveone full year of specialized experience equivalent to the next lower level GS-09 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Examples of specialized experience include: Singularly formulating and implementing policy. Performing strategic analysis, planning, leading organizing, and directing program outreach. Training, developing metrics, and ensuring federally mandated information governance and accountability measures are effectively in place. Develop and utilize records management metrics, dashboard, audits, surveys, and other reports to identify potential issues related to the Health Care System records management program. Conducts site visits to all outpatient clinics. Develops detailed assessment reports and corrective action plans. OR, Education: Applicants may substitute experience with education: with PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is generally sedentary but involves frequent walking, standing, and bending in searching for various files.
