This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as the Chief of the Warrior Training Branch (WTB) who supervises and oversees the role of the enlisted care provider in organizations with organic medical support. Physician Assistant, responsible for the oversite of design and development for the Programs of Instructions (POI) on: combat medics (68Ws); military provider courses, combat lifesavers program, and other prehospital education and training. Identifies training and development needs and makes provision for meeting training needs, Army wide through the individual Soldier Warrior Task and Battle Drills (immediate lifesaving skills), and the Combat Lifesaver Program. Executes and integrates the work of the branch to ensure compatibility and consistency of interpretation, judgment, logic, and application of training development policies. Applies educational and training principles, techniques, and concepts in the analysis, design, development, implementation, and evaluation of education and training courses and programs. Assigning and prioritizing work for a group where each member contributes to the training development process, ensuring individual training courses and products are consistent with established regulations, policies, and procedures.

Requirements

  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Incumbent must obtain and maintain a current certification through the National Commission of Certification for Physician's Assistant (NCCPA).

Basic Requirements for Supervisory Physician Assistant: Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification. Licensure/Certification: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Exemption: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Experience: A minimum of one full year of work experience as a certified physician assistant which includes designing, developing, and evaluating the Programs of Instructions (POIs) on combat medics; military provider courses; combat lifesavers and other prehospital education and training. Experience directing the development of individual training courses and products taught in residence and distributed to the field. Providing advice, guidance and oversight concerning the application of policies, processes, and procedures for designing, producing, and evaluating instructional programs. Experience conducting practical exercises in clinical practice to included physical examination techniques and patient treatment modalities. Planning and coordinating activities, advising, interpreting, and evaluating matters pertaining to medical training requirements, policy, strategies, development efforts, and training programs, or specific training products. This definition of experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
