Duties

As a QUALITY ASSURANCE SPECIALIST at the NH-1910-3 some of your typical work assignments may include: Monitors contractor Quality Assurance (QA) standard operating procedures, processes and practices to ensure compliance with MDA requirements, policies, and industry standards. Collects, and analyzes information on quality assurance and manufacturing issues associated with the production of MDA hardware and software. Communicates to MDA management, quality assurance issues, manufacturing risks, and corrective actions for all MDA programs performed at the contractor site. Provides design and manufacturing evaluation of radar, microwave systems and system software. Provides evaluation of contractor practices in soldering, welding, electrostatic discharge (ESD), electronic systems integration, configuration management, and documentation associated with system manufacturing and test. Participates and performs Missile Defense Agency (MD) assessments at MDA Prime contractor and their subcontractors. These assessments include evaluation of contractor adherence to MDA contractual requirements, industry standards, and contractor site policy. Evaluates any deficiencies, proposed path forward, and implementation of corrective actions at these MDA contractor sites. Goal is to ensure acceptable Quality and Mission Assurance (QMA) standards are implemented on all MDA programs. Evaluates contractor Material Review Board (MRB) standards, processes, and contractor dispositions. Reports negative findings and issues to the Defense Contract Management Agency (DCMA), MDA programs, and MDA management. Performs quality and mission assurance assessments of contractor policies, practices, training, and manufacturing to MDA contractual requirements and MDA mission Assurance Provisions (MAP). Coordinates courses of action and corrective action with DCMA management and DCMA Quality Assurance Specialists (QASs). Maintains Government/Industry Data Exchange Program (GIDEP) process. Evaluates and oversees contractors AS9100 Quality Management Systems (QMS) certification. Provides weekly reports, analyses, and formal presentations related to site related operation, QA status, contractor practices, contractor compliance to requirements, and trends at the site location. The physical demands of the work requires considerable and strenuous physical exertion, such as traversing (up and down) ladders, occasional moderate/heavy lifting, and walking/standing for long periods of time. The work requires specific physical characteristics and abilities, such as above average agility and dexterity and no abnormal anxiety to temporarily working in confined spaces. The work environment involves risks with a variety of potentially dangerous situations that require safety precautions that must be followed. Must be able to work around chemicals, solvents, dust and particulates that may be encountered inside/outside any of these manufacturing test facilities without the need of a respirator.

Qualifications

Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. You may qualify at the NH-03 if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service: You must meet 2 of the 4 of the following experiences: Experience evaluating Quality Assurance provisions, Quality Assurance Programs, and Quality Management. Experience performing quality system reviews and quality program evaluations to assure contractual requirements are being met. Experience conducting quality and mission assurance assessments. Experience applying manufacturing, integration, and testing of hardware and software systems.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
