The incumbent functions as a Fire Protection Inspector at the James A. Haley VA Hospital and all corresponding outpatient clinics. The position is located at the James A. Haley Veterans Hospital and Clinics.

Duties

Major duties include but are not limited to: Performs fire prevention inspection of a wide variety of operations, requiring special adaptation of standard fire prevention practices and procedures to meet local requirements. Maintains a thorough working knowledge of fire prevention techniques, manuals, and regulations and Local, State, and Federal fire prevention ordinances and building codes. Inspects buildings, petroleum storage, laboratories/research activities, paint storage, hazardous materials storage, warehouses, construction and renovation areas and other facilities in areas of high and low fire expectancy in an effort to eliminate fire hazards. Maintains close working relationship with operating officials to enhance efforts to resolve fire prevention problems. Coordinates deficiencies/recommendations with facility industrial hygienists and safety specialists. Conducts specialized fire prevention lectures and demonstrations for staff on an ongoing basis. Completes inspections to include electrical systems and equipment, storage of a variety of flammable materials in warehouses and labs, proper exits and exit requirements, general housekeeping, etc. Work Schedule: 8:00am-4:30pm, Monday-Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience (for positions at GS-4 and above): Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. Preferred Experience: Fire Inspector I and Fire Inspector II certification. Experience in healthcare facilities. You will be rated on the following Competencies for this position: Analysis and Problem SolvingComplianceOral CommunicationTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The performance of duties requires long periods of walking, standing, bending, and kneeling. Moderate lifting and carrying of equipment up to 30lbs. Use of all appendages, good vision and hearing are necessary. Emotional and mental stability are required. Occasional periods of physical exertion are required during fire alarms, patient evacuation or other emergencies that may occur as is reported. Inspection work requires frequent visitations to areas that are cramped, noisy, or where temperature extremes or inclement weather conditions exist. Since areas are sometimes under construction, or not easily accessible; incumbent should have fair degree of coordination to prevent injuring self. Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typically found in hospital buildings and associated facilities, contract facilities, and grounds. For inspection work, the incumbent will work in a variety of environments including engineering shops, patient care areas, laboratories, offices, kitchens, and research facilities; also in hot and cold environments. Also, involves inspection and investigations in construction and renovation areas that will require exposure to construction hazards. Appropriate personal protective equipment such as safety toe shoes, hard hat, gloves, protective eyewear, and hearing protection may be required. Travel is often required outside of the immediate hospital area.
