You will serve as a Senior Electronics Engineer in the Fleet Support Team, Avonics/Electrical Engineering Division of FLEET READINESS CENTER SOUTHWEST.

Duties

You will provide technical professional expertise to address complex electronic engineering issues and provide oversight to ensure the latest advancements in electronic engineering technology are considered and implemented in work planning. You will lead a team of individuals to identify, plan, evaluate, and prescribe corrective action for an Avionics and Electrical Team You will evaluate any significant situation which arises and take appropriate planning steps to initiate prompt responsive action, while ensuring that Avionics/Electrical Systems integrity is preserved. You will mentor and be technical advisor to journey-level and upper journey-level (GS 12/13) engineers in the proper application of advanced engineering analyses, investigation, and problem solving. You will prepare and review feasibility studies, special reports, investigations, standard guides, processes, and instructions related to electronics engineering matters of major impact to NAVAIR programs and operations. You will coordinate technical work and liaisons with high-ranking technical officials across NAVAIR, private industry, professional associations, and academia. You will identify, plan and solve F/A-18 In-Service Engineering (ISE) workload and fleet issues while assessing associated risks and developing effective solutions.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following. Examples of specialized experience include: 1) Demonstrating extensive experience and working knowledge of the principles and practices of F/A-18 and EA-18G Avionics and Electrical systems and associated software and in particular on Avionics/Electrical repairs, technical support, troubleshooting, modification, and upgrade projects; 2) Leading and managing technical F/A-18 Aircraft electronics projects individually or as a team member depending on the complexity of the project and capable to assess/mitigate complexity of the project and lead/delegate duties while delivering products on-time; 3) Presenting ideas both orally and in writing, providing guidance and developmental mentorship to ESDP and Journey engineers as well as meeting and effectively communicating with program managers within NAVAIR, Fleet Sites, and other entities; 4) Demonstrating working knowledge of aircraft and Avionics/Electrical system and integration including anticipating risks and complications that technical changes will have on assigned weapon system programs and ensuring timely integration and clear communication with involved entities; 5) Coordinating technical work and liaisons with high-ranking technical officials across NAVAIR, private industry, professional associations, and academia; and 6) Demonstrating broader organizational knowledge including the budgetary/fiscal process and responsibilities within the NAVY, DOD, NAVAIR and the FRC as they relate to In-Service Engineering (ISE) planning, execution and reporting Additional education and qualification information can be found from the following Office of Personnel Management websites: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
