Duties

Serves as member of the software developer team for a key Department of Defense (DoD) Enterprise system, Defense Cash Accountability System (DCAS). Uses PL/SQL to create, modify and maintain web-based software solutions. Experience with Java, JavaScript, SQL, Oracle databases, and/or UNIX scripting is a plus. Works in an agile software development environment, using cutting-edge automated unit testing. Works with functional analysts to identify system change requirements in order to develop new functions/capabilities to meet mission objectives. Designs modifications to internal program structures in files and records and determines detailed sequence of steps and program logic. Uses advanced testing techniques to diagnose and correct errors in coding logic. Assists in development and design of operating system architecture and capabilities, configuration alternatives, data file management, system utility capabilities, standards and procedures, configuration management, and capacity planning.

Specialized experience is defined as: Applying basic IT principles and practices to provide software development support for web-based applications utilizing relational databases; providing input to design specifications, testing plans, and issue resolution of an automated system. SPECIALIZED EXPERIENCE FOR ENTRY AT THE GS-09 LEVEL: In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Assisting senior level programmers in the design, development and maintenance of software for web-based applications utilizing relational databases using languages such as SQL, HTML, and Java; providing assistance in the design specifications, testing plans, and issue resolution of an automated system. SPECIALIZED EXPERIENCE FOR ENTRY AT THE GS-11 LEVEL: In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience designing, developing and maintaining software for web-based applications utilizing relational databases and using languages such as Oracle PL/SQL, HTML and Java; providing testing and issue resolution of an automated system; working with customers to determine technical requirements. Specialized experience is defined as: Providing system design, development, implementation, operation, and modification of an organization's major information software and systems; experience utilizing programming languages such as Oracle PL/SQL, HTML and Java to write stored packages, procedures and functions in a database; experience working with customers to determine technical requirements and writing technical documentation including design specifications.
