This position is located in the Department of Homeland Security, U.S. Coast Guard, Thirteenth Coast Guard District, Sector Columbia River located in Portland, OR.

Duties

This position serves as the Commercial Fishing Vessel Examiner (CFVE) for Sector Columbia River, Portland, Oregon, providing commercial fishing industry vessel examination services as a senior technical expert regarding the local commercial fishing industry.  The CFVE is responsible for overall training, and project leadership in the enforcement of marine safety, pollution prevention, vessel manning laws and regulations to all CFV examiners (Auxiliary, Reserve and Active Duty) within the Sector/Unit.

Qualifications

You qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level. Examples of specialized experience include the following: Providing technical guidance on commercial fishing vessel issues. Working with Federal, state, local agencies and the fishing industry to promote commercial fishing industry safety. Planning, scheduling, and conducting on site examinations of commercial fishing industry vessels for compliance with all applicable federal regulations. Managing the processing of all marine violation cases for the fishing vessels. Evaluating the compliance of foreign vessel safety management systems with international Safety Management Codes. Evaluating the compliance of Coast Guard inspected vessels with domestic and foreign vessel inspection standards for vessel navigation, vessel safety, vessel manning and pollution prevention. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
