THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0340-12 PROGRAM MANAGER (DOCTRINE, TRAINING, FORCE DEVELOPMENT OFFICER) (TITLE 32), PD# D1780P01 in SPMD 1422 and is part of the MO Directorate of Plans Operations and Training.
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.

Duties
Serves as the primary staff director for developing joint integration plans, joint training, joint Professional Military Education and exercise programs, and to develop the action plans to implement approved joint strategies for the organization.
Analyzes the management of the State Force Integration Program.
Responsible for development of the State long- range force integration plan.
Plans, coordinates and conducts joint exercise to facilitate joint and interagency operations.
Provides JFHQ-State input to Combatant Commander’s war plans, with emphasis on homeland defense/homeland security.
Integrates the response plans of the state with other responder agencies.
Plans the integration and implementation of new systems and capabilities.
Functions as JFHQ-State officer of primary responsibility for the DoD Training Transformation (T2) program.
Plans, coordinates, and conducts joint exercises to facilitate joint and interagency operations.
Oversees and manages JFHQ-State joint assessment and lessons learned programs.
Plans, conducts, and evaluates JFHQ-State joint professional and technical training programs.
Develops and issues pertinent policies and training budget directives to enable effective planning at the unit level.
Reviews budget estimates and requests and requires periodic reports to identify expenditures and current status to ensure proper management and control of funds are being exercised.
Reviews the Educational Assistance program operations.
Provides oversight on the Guaranteed Reserve Forces Duty ROTC Scholarship Program with the Military Professor of Science at Colleges and Universities throughout the state.
Represents the J-7 in dealing with a variety of state and National Guard functional area organizations.
Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state.
Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.
Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, command, or agency.
Performs other duties as assigned.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Maximum Military Grade - LTC (O-5) with date of rank after May 2023
Minimum Military Grade - 2LT (O-1)
Officer - Branch 01A or 02A; AOC 59
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience in strategic planning for current and future military strategies, developing joint integration plans and joint training exercise programs, and develop action plans to implement approved joint strategies. The specialized experience must also demonstrate your ability to analyze problems, identify significant factors, gather pertinent data and recognize solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; and lead, direct and assign work to personnel.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
