The primary purpose of this position is to perform and lead global enterprise-level technical management, system administration, direction, control, and monitoring of global emergency geophysical maintenance actions. Duties

DUTY 1: Coordinates, integrates, leads, and directly controls the efforts associated with the Subsurface Equipment Maintenance Flight, overseeing maintenance and sustainment of systems supporting monitoring compliance with international nuclear treaties. DUTY 2: Oversees development, testing, deployment, and sustainment phases of system life cycle to ensure that maintainability and reliability characteristics are not sacrificed regarding operational equipment. DUTY 3: Manages training programs and mission orientation for worldwide operations personnel charged with direct mission accomplishment. DUTY 4: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; analyzing or supervising maintenance, repair, or production operations to determine methods of improvement; extensive comprehensive knowledge of logistics system management policies, principles, and practices to adjust procedures and develop new methods, policies, and procedural guidelines to provide national level support. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive and comprehensive knowledge of USAEDS geophysical sensors. Extensive and comprehensive USAEDS maintenance experience in the development, troubleshooting and repair of these systems. 2. Extensive knowledge of engineering practices, logistics and maintenance processes, concepts, theories, and policies in order to lead global maintenance operations to successfully repair geophysical collection systems. 3. Skill in applying independent judgment and originality for policy interpretation during requirements definitions and program development to ensure desirable outcomes. 4. Skills with strong collaboration and teaming ability to establish and maintain effective relationships, negotiate, and resolve conflicts with a variety of individuals and organizations and build collaborative relationships with field technicians as well as National and international partners. 5. Ability to work cooperatively and successfully within senior-level hierarchies; using judgment, initiative, tact, diplomacy, and persuasion. Ability to effectively communicate, both verbally and in writing, to technicians, station management personnel deployed in world-wide locations. 6. Ability to supervise and manage a small staff and carry out all phases of personnel management responsibilities. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This is a key position and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.07, Screening the Ready Reserve). 4. The is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW DODI 3020.42, Defense Continuity Plan Development." PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
